The Hague Forum

As its contribution to the "ICPD+5" review process, UNFPA organized a number of round table and technical meetings that have involved many of its partners -- programme and donor countries, the United Nations System and representatives of civil society, including NGOs and the private sector. The outcomes from these activities, which focus on technical and operational assessments of the progress made and constraints faced by countries in implementing the Programme of Action were discussed at an international forum in The Hague, in The Netherlands, from 8-12 February 1999.

The Hague Forum provided action-oriented operational perspectives to guide UNFPA in further implementation of the ICPD Programme of Action.

The Hague Forum focused on five substantive themes and assessed country-level operational and programme experience in the implementation of the Programme of Action. The five themes were: creating an enabling environment for the further implementation of the ICPD Programme of Action; reproductive health, including family planning and sexual health; and reproductive rights; gender equality, equity and empowerment of women; strengthening of partnerships; and resource flows and financing for implementation of the ICPD Programme of Action.

UNFPA prepared a background paper for the Hague Forum entitled, "A Five-Year Review of Progress Towards the Implementation of the Programme of Action of the International Conference on Population and Development." The paper synthesizes the findings and lessons learned from the round table and technical meetings; the conclusions from consultations organized by the United Nations Regional Commissions; responses to a global field inquiry conducted by UNFPA in mid-1998; and progress reports on ICPD implementation by United Nations Specialized Agencies and other United Nations organizations. The paper identifies further action required in the five theme areas cited above, and is the main document before the Hague Forum.

The Hague Forum was intended to:

  • Provide the international community with an opportunity to examine the experiences and lessons learned by Governments; international and regional organizations, and civil society in the country level implementation of the Programme of Action;
  • Provide valuable technical inputs to the General Assembly Special Session; and
  • Bring together countries at the ICPD and other interested countries, parliamentarians, U.N. partners, the news media and representatives of civil society, including NGOs and youth to refocus commitment on population and development.
