ICPD para. 6.18 – All levels of government in medium and long-term socio-economic planning should take into account the increasing numbers and proportions of elderly people in the population. Governments should develop social security systems that ensure greater intergenerational and intra-generational equity and solidarity and that provide support to elderly people through the encouragement of multigenerational families, and the provision of long-term support and services for growing numbers of frail older people.

Beijing para. 165 (b) – Adopt and implement laws against discrimination based on sex in the labour market, especially considering older women workers, hiring and promotion, the extension of employment benefits and social security, and working conditions.

Treaties

CESCR(1) article 1 (1) – All peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development; article 7 – The States Parties to the present Covenant recognize the right of everyone to the enjoyment of just and favorable conditions of work…; article 9 – The States Parties to the present Covenant recognize the right of everyone to social security, including social insurance; article 11 – The States Parties to the present Covenant recognizer the right of everyone to an adequate standard of living for himself and his family, including adequate food, clothing and housing, and the continuous improvement of living conditions. The States Parties will take appropriate steps to ensure the realization of this right, recognizing to this effect the essential importance of international co-operation based on free consent; article 12-1 – The States Parties to the present Covenant recognize the right of everyone to the enjoyment of the highest attainable standard of physical and mental health….

CERD(2) article 5 (e) (iv) – The right to public health, medical care, social security and social services.
