The Position:
The main purpose of the consultancy is to To conduct an end-line assessment and final evaluation of two One Stop Assistance Centres (OSAC) for gender-based violence (GBV) survivors, located in Mosul and Kirkuk, both of whichopened in May 2022 with support from UNFPA. Additionally, to evaluate the KOICA project. The
assessment aims to measure the project's effectiveness, efficiency, relevance, impact,
sustainability, and inclusiveness in providing comprehensive GBV and Mental Health and
Psychosocial Support Services (MHPSS) to survivors of conflict-related sexual violence in Kirkuk
and Ninewah governorates of Iraq. .

You would be responsible for:
During the assignment, the contracted project consultant/evaluator will have to:
1. Conduct Interviews and Desk Review:
○ Conduct thorough interviews with the UNFPA team and other key stakeholders to gather detailed information about the project’s background, objectives, and progress to date.
○ Perform an extensive desk review of all relevant project documents, including the project proposal, work plans, progress reports, monitoring data, and any previous evaluation reports.
○ Understand the pre-project environment concerning gender-based violence prevention and response, including legal frameworks, mental health and psychosocial support services, medical and case management systems, and community awareness in the two targeted communities.
2. Design Assessment Methodology:
○ Develop a robust assessment methodology tailored to the specific needs and context of the project.
○ Create detailed assessment tools and protocols, such as focus group discussion guides, observation checklists, key informant interview guides, and survey questions.
○ Determine the readiness of the two OSACs to implement the project and the readiness of the government to support the two OSACs.
○ Identify lessons learned thus far.
○ Obtain input, comments, and suggestions on the assessment tools and protocols from the UNFPA team to ensure they are comprehensive and contextually appropriate.
○ Finalize the assessment tools and protocols based on the feedback received.
3. Conduct In-Person Assessments:
○ Plan and execute in-person assessments in Erbil, Mosul, and Kirkuk.
○ Engage with a diverse range of stakeholders, including:
■ Government focal points (2 in Baghdad, 1 in Mosul, and 1 in
Kirkuk).
■ The majority of OSAC staff in both locations.
■ Community mobilizers from the two communities.
■ Community volunteers from the two communities.
○ Utilize the developed assessment tools to collect data through interviews, focus group discussions, and direct observations.
4. Analyze Data and Draft Report:
○ Clean, process, and analyze the collected data to identify key findings and insights.
○ Draft a comprehensive report detailing the assessment findings, highlighting both the achievements and areas for improvement.
○ Structure the report to include sections on relevance, effectiveness, efficiency, sustainability, impact, and inclusiveness.
○ Include a detailed analysis of the readiness of the OSACs and the government to support and sustain the project outcomes.
5. Obtain Feedback and Finalize Report:
○ Share the draft report with the UNFPA team and other relevant stakeholders to obtain input, comments, and suggestions.
○ Incorporate the feedback received to refine and finalize the report.
○ Ensure the final report is thorough, well-structured, and no longer than 10 pages, excluding annexes.
6. Prepare and Present Key Findings:
○ Prepare a set of slides summarizing the key findings of the assessment.
○ Facilitate an oral presentation of the findings to the UNFPA team and other stakeholders as appropriate.
○ Use the presentation as an opportunity to discuss the findings, address any questions or concerns, and gather additional insights.
7. Documentation and Reporting:
○ Ensure that all data collection, analysis, and reporting activities are well-documented and adhere to ethical standards, including confidentiality and the principle of do no harm.
○ Maintain regular communication with the UNFPA team to provide updates on the progress of the assessment.
○ Submit all final deliverables, including the assessment tools, raw data, final report, and presentation slides, to the UNFPA team within the agreed timeline.
By completing these tasks, the consultant/evaluator will provide a comprehensive end-line assessment and final evaluation of the project, offering valuable insights and actionable recommendations for future program planning and implementation.
Qualifications and Experience:
Master’s degree in public health, medicine, health economics and financing, epidemiology,
biostatistics, social sciences or a related field.
● 5-10 years of experience in conducting evaluations, reviews, assessments, research
studies or M&E work in the field of international development
● Substantive knowledge of SGBV, MHPSS, Case Managment and related comprehensive
services.
● Good knowledge of humanitarian strategies, policies, frameworks and international
humanitarian law and humanitarian principles, as well as the international humanitarian
architecture and coordination mechanisms
● Ability to ensure ethics and integrity of the evaluation process, including confidentiality and
the principle of do no harm.
● Ability to consistently integrate human rights and gender perspectives in all phases of the
evaluation process.
● Solid knowledge of evaluation approaches and methodology and demonstrated ability to
apply both qualitative and quantitative data collection methods.
● Excellent analytical and problem-solving skills.
● Experience working with a multidisciplinary team of experts.
● Excellent interpersonal and communication skills (written and spoken).
● Work experience in/good knowledge of the national development context of Iraq
● Familiarity with UNFPA or other United Nations organizations’ mandates and activities will
be an advantage.
● Fluent in written and spoken English, preferable to know the local language Arabic and
Kurdish.
