The Position:
The Programme Associate supports the design, planning and management of UNFPA’s country programme by managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations.
The Programme Associate will be under the supervision of either the Programme and Technical Support Coordinator or the Policy, Advocacy and Partnership Coordinator. In collaboration with other programme and technical team members, the Programme Associate position provides strategic support to evidence-based planning, implementation, monitoring and reporting of the interventions undertaken by the Programme Coordination and Technical Support (PCTS) Unit and the Policy Advocacy and Partnership Unit (PAPU). The Programme Associate will also work in close collaboration with the Operations Unit and UNFPA State Offices.

Job Purpose:
You will play an instrumental role in facilitating UNFPA’s country programme and project implementation, supporting design, planning and management, in one or more of the following areas – population and development, reproductive health, gender and youth empowerment.
You will apply established systems and procedures and assist in the creation of knowledge by compiling, synthesizing and analyzing relevant information, developing appropriate mechanisms and systems and ensuring compliance with procedures.
You will be responsible for:
A. Evidence-based design and planning;
- Assist in the evidence-based planning, implementation, monitoring and reporting of interventions supported by the PCTS and PAPU units towards achieving measurable results.
- Participating in the formulation of the country programme and component projects, by compiling and analysing information relevant to the UNFPA’s role in the country, drafting project documents and work plans and preparing tables and statistical data
- Compile basic data to support preparation of periodic progress reports of the aforementioned processes.
B. Programme Management and Oversight
- Guiding routine implementation of assigned projects, in coordination with national counterparts and project personnel, coordinating delivery of project inputs
- Support the transparent selection of implementing partners.
- Supporting the evaluation of project and programme activities, establishing ways to assess achievement and recommending corrective action as required; conducting field visits; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.
- Participate in assurance activities, including assessments and spot checks of implementing partners.
- Contribute to the analysis of programme portfolio reviews guided by corporate tools and dashboard across management oversight related topics/themes.
- Prepare relevant reports, on country programme implementation, as well as support consolidated reporting on complementary operational issues for management attention (e.g. audits, human resources, donor reporting).
- Support annual and quarterly work-planning and programme and financial monitoring processes.
- Assist with revisions of UNFPA programmes with key parties and business units as may be required.
- Ensure adherence of any other programme management related functions to established corporate procedures pertaining to the functions of the two teams.
- Supporting advocacy and resource mobilisation efforts of the CO
- Contribute to oversight functions of the Country Office by maintaining schedules of programme and management audits.
C. Knowledge Management Support
- Regularly update the PCTS and PAPU knowledge platforms with relevant products; including country programme profiles, country programme documents, mission documentation and reports, among others.
- Collaborate with the PCTS and PAPU teams in preparing knowledge products reflecting emerging issues, best practices, lessons learned, etc from UNFPA-supported interventions.
- Assist with information gathering on the emerging issues and contribute to the preparation of strategic documents, including environmental scans.
- Facilitate south-south cooperation related actions undertaken by both teams.
D. Financial, administrative and other operational support
- Review FACE form submissions to ensure that expenditures are in line with approved work plans.
- Review and analyze past and current expenditures of different programmes in accordance with UNFPA’s global resource allocation system and annual guidelines, including trends in patterns of resource allocation and utilization to guide recommendations and proposals for distribution of resources provided to different programmes/partners
- Collaborate with team members in the Operations Unit, on administrative and financial management tasks, including preparation of meetings, strategic events, travel, procurement and other related functions.
Others:
- Act as a back-up on selected functions to other Programme Associates during their absence.
- Carry out any other duties as may be required by the supervisor and UNFPA leadership.
Qualifications and Experience:
Education:
Completed Secondary Level Education required. First level university degree desirable.
Knowledge and Experience:
- Seven years of relevant experience (with High School Certificate) or 4 years (with Bachelor's degree) in programme/ project management.
- Proficiency in current office software applications and a good basic knowledge of finances and mastery of a series of financial and spreadsheet software.
- Previous experience in the UN is an asset.
- Good knowledge of ERP, Quantum or other web-based integrated system required.
- Good writing and communication skills.
Languages:
Fluency in oral and written English is required. Working knowledge of one or more of the Indian official languages is desirable, and knowledge of other UN Languages is an asset.
