Resource date: 16 May 2024
The evaluation handbook is the IEO’s flagship resource to strengthen evaluation capacities at decentralized levels. It guides evaluation managers and evaluators through each phase of an evaluation process, from preparation and design to fieldwork, reporting, and the effective communication and utilization of evaluation results.
Taking its user through an evaluation roadmap, the Handbook provides practical guidelines, customizable templates, handy checklists, and other tools to support the conduct and delivery of a robust, participatory, credible, timely and utilization-focused evaluation.
The evaluation handbook proposes a pragmatic approach well fitted to the operational context in which UNFPA operates at country level. Primarily designed for country programme evaluations, the Handbook can be used for other types of evaluations, including regional programme evaluations, project-level evaluations, joint and systemwide evaluations.
For a comprehensive understanding of the evaluation process, the Handbook should be used together with the following suite of resources:
Country Programme Evaluation Management Kit
Guidance on humanitarian evaluations: Compendium to the Evaluation Handbook
Guidance on disability inclusion in UNFPA evaluations
Guidance on integrating social and environmental standards in evaluations
