Reporting to the Inter-agency Affairs Coordinator, the Consultant will support strategic positioning of UNFPA in the inter-agency fora. The Inter-agency Affairs team, located in the Inter-agency, Intergovernmental and Policy Dialogue Branch, Policy and Strategy Division, maintains regular contact with external partners and UNFPA staff assigned to the various inter-agency working groups thus ensuring that UNFPA is well positioned on UNDS Reform and broader inter-agency matters.

Job Purpose:

The incumbent plays a key role to facilitate the development of UNFPA’s strategic positioning in UN reform and inter-agency matters. S/he will explore, expand and manage partnerships and promote strategic collaboration with UN agencies, the Member States and counterparts for positioning UNFPA’s mandate in intergovernmental, UNDS reform and UNSDG processes and ensure full engagement within IIPDB, PSD and across relevant UNFPA offices and divisions.

You Would Be Responsible for:

  • Preparation of strategic analysis to guide UNFPA’s position and development of the action plans for the Fund’s strategic engagement with partners in UN Reform and inter-agency and inter-governmental processes, including the QCPR GA resolution; Identification the risks and impact of the UNDS reform and inter-agency processes on UNFPA’s operations and mandate.
  • Providing strategic, logistical and programmatic support to senior management and other UNFPA staff in the inter-agency affairs and interaction with strategic partners. Development of the briefing notes and other material to support UNFPA Senior Management’s participation in the UN Reform and inter-agency meetings.
  • Maintaining and facilitating active engagement in inter-agency and UN reform processes across the organizational business units; country, regional and liaison offices. Facilitate interface with divisions on issues such as SDGs, UNDAF and joint programmes, implementation, humanitarian, peace and development nexus; draw key lessons and opportunities to influence internal policy discussions.
  • Engaging with member states delegations and relevant officials in the UN Secretariat and other agencies to facilitate the objectives of the Fund in the UN system-wide processes and promote the centrality of UNFPA’s mandate within the global development agenda. 
  • Providing guidance and maintain communication with field colleagues on issues related to UN coherence as a part of field engagement and knowledge management; monitor compliance and capacity of ROs, COs on UN Reform; lead/facilitate knowledge sharing opportunities through various regional and global meetings; oversee the development of relevant guides and tools. 
  • Support the work to strengthen UNFPA’s engagement in the Decade of Action to deliver on the SDGs

Required Knowledge and Experience:

  • 5 years of relevant professional experience, of which 3 years at the international level. Field experience at the country or regional levels preferably with a UN agency is highly desirable.
  • Advanced university degree in Social Sciences, Political Science, International Relations or other relevant fields.
  • Knowledge of external relations and the UN System; networking and advocacy and well as substantive areas of UNFPA’s work;
  • Excellent written and verbal communication skills as well as proven experience in inter-agency coordination, negotiations, facilitation and reporting;
  • Fluency in English required; knowledge of other official UN Languages is an asset;
  • Proficiency in English is required; Knowledge of an additional UN language is an asset

Compensation and Duration 

This position offers an attractive remuneration, paid monthly, bases on delivery of satisfactory services for a duration of 6 months
