Consultant: Investigations Branch - Office of Audit and Investigation Services (OAIS) - Call for 2020 opportunity and roster

The Office of Audit and Investigation Services (OAIS), with  is mandated to conduct investigations into all allegations of wrongdoing, committed either by staff (including those of work place and sexual harassment, abuse of authority, and sexual exploitation and abuse), or by independent contractors, implementing partners and other third parties, to the detriment of UNFPA.  The consultant is required to assist with investigations conducted by the Investigations Branch in OAIS.

This call is both for opportunities until 31 December 2020 and for building the roster for future needs.

Do you have experience with:

  • Preparing preliminary reviews and case assessments of allegations to determine their relevance and credibility and propose next steps to OAIS Management;
  • Conducting investigations into allegations of misconduct/wrongdoing including, but not limited to, fraud, work place harassment, sexual harassment  and abuse of authority, regarding personnel, vendors and third parties, whilst interacting with country offices and other stake holders;
  • Drafting, preparing and reviewing investigation and closure reports (setting out concise findings, analysis, conclusions and recommendations based on evidence), case closure notes, confidential memoranda, statistics, presentations etc., as and when necessary;
  • Updating case management system by ensuring that all evidence/information is captured;
  • Participating in investigation missions – travel requirements permitting

Duration:  up to  31 December 2020.  No expectancy of renewal.  Roster:  As needs arise.

Required Qualifications and Experience:

  • Advanced university degree in law, criminology or closely related fields; first level university degree with a combination of significant relevant education, training and experience in the field of investigations may be accepted in lieu of an advanced degree.
  • A minimum of 7 years of relevant professional experience in complex criminal and/or administrative investigations.
  • Proven ability to conduct investigations and quickly and accurately analyze, assess and summarize investigation findings, observations and recommendations.
  • Demonstrated advanced experience in conducting investigations involving wrongdoing, including staff misconduct and third-party fraud and corruption.
  • Good knowledge of UN policies, procedures and jurisprudence relevant to administrative investigations highly desirable;
  • Experience within an international investigation role in the UN context highly desirable;
  • Field experience in a development or humanitarian setting is an advantage.
  • Excellent drafting skills;
  • Strong interviewing skills.
  • Fluency in English is required.
  • Working knowledge of Spanish, French or other UN official languages desired.
