In 2016, the independent Evaluation Office launched an evaluation of UNFPA engagement in highly vulnerable contexts. This is an innovative partnership between the Evaluation Office and six country offices (Bangladesh, DRC, Haiti, Liberia, Myanmar and Nepal).
The Evaluation Office has commissioned an approach paper with the aim of providing a reference framework for all country programme evaluations conducted under the framework of the CCPE and to guide the meta-analysis.
CPEs for
Bangladesh and
Haiti are finalized and both are available on the Evaluation Database. Myanmar CPE is currently in the field phase. Nepal CPE is in the reporting phase. Liberia and DRC CPEs have entered the design phase.
The specific objectives of the approach paper are to:
- Provide a definition of the notion of “highly-vulnerable contexts”
- Provide an analysis of UNFPA strategies and policies with regard to highly-vulnerable contexts
- Develop a typology of the highly-vulnerable contexts in which UNFPA operates and indicate how the six countries of the cluster fit into this typology
- Reconstruct the theory of change underlying UNFPA global engagement in highly vulnerable contexts
- Set out evaluation questions and assumptions to be assessed as well as standard indicators
The paper was prepared by an evaluation consultant. The methodology was based on a documentary review and through consultations with the Evaluation Office and the UNFPA Humanitarian and Fragile Context Branch (HFCB) in Programme Division.
