Job Purpose:
The Government of Myanmar conducted a nationwide Population and Housing Census in March/April 2014. This is the first Census for the country in 30 years, the last one having been done in 1983. The Census was implemented by the Department of Population in the Ministry of Immigration and Population, with technical, administrative and financial support from UNFPA and other development partners.
With the release of census results in May, 2015, efforts have been concentrated towards building capacity and awareness in the census data and its use for planning and programming. For example, district level trainings across the country have taken place creating a platform to discuss among participants from ministry departments and civil society, the census data and implications for local planning and development.
The consultant will support the census team in continuing and intensifying these efforts with a focus on partnership and advocacy work in the following areas:
- Institutional and local level planning: Supporting capacity building efforts on understanding and using census data for identifying local development priorities, shaping local level planning and directing specific interventions for the various sectors for impactful change; these include township level administration and communities, non-state actors, and the parliamentary members at national and in states and regions, most of whom are new to issues of governance and working in political office;
- Community level trust building: Contributing to the work on conflict sensitivity through consultations and awareness raising at the community level that enable dialogues aimed at building trust and understanding around census data. UNFPA therefore needs to engage with an expanding list of local NGOs/CSOs in undertaking these activities or who wish UNFPA to assist in dialogue or consultation sessions. From experience, this capacity building work also needs considerable efforts in building institutional skills in finance and reporting of small organizations.
- Advocacy and Partnership Building: UNFPA has a number of different types of partnerships, these vary from government institutions, to well established INGOs and national NGOs and community based organizations that are growing in their understanding and practice as influential actors and participants in civil society. In a fast changing national context, UNFPA requires added investment in advocacy directly as well as through partnership building of new as well as redefining existing relationships. Building this type of internal cohesion expanding external relationships will therefore require added and focused outlay. In parallel to this, internal capacity will need to be built to productively manage such relationships.
Supervisory Arrangements
The consultant will work under the overall guidance of the Representative of UNFPA, with close coordination, guidance and support from the Senior Program Officer and Census Coordinator in Yangon. The consultant will work in close collaboration with the national conflict sensitivity adviser and the Department of Population.
Scope of Work
- Institutional and local level planning and capacity building:
o Manage all aspects related to the 3rd round of local level dissemination (township level) and capacity building activities on using data for planning and programming;
o Identify opportunities and develop a program for the capacity building of state and regional parliamentarians on understanding data for advocacy on their constituencies’ needs;
o Analyse and develop a report based on original resources on the effectiveness, lessons learned, best practices, and scope of the 2015 grantee program by CSOs, with recommendations for future activities;
o Incorporate in programming and planning, opportunities for South-South cooperation on capacity building related to the dissemination and use of census data, as appropriate;
- Advocacy, Partnerships and Community level trust building:
o Develop an advocacy strategy for the dissemination and use of data
o Forge relationships with networks and INGOs to promote the use of data;
o Strengthen and accelerate outreach with local communities and non-state actors and promote advocacy related activities;
o Contribute to conflict analysis through community dialogues, identifying and building relations with local leaders and key actors;
o Sensitize the incoming government in their understanding and use of data for development efforts;
o Identify how to optimize opportunities with Implementing Partners and their partners on disseminating census data;
o Any other tasks that may be required
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.
- Provide reports and strategy papers as outlined in the Scope of Work;
- Provide regular updates to UNFPA on political and conflict sensitive analysis relevant to census operations;
- Document notes to file on all consultations and meetings held and provide contact details;
Requirements & Educatfion:
- Advanced university degree in the Social Sciences- Political Science, Sociology, Peace Studies, Anthropology, Conflict sensitivity or related;
- Five to ten years of professional experience in the field of advocacy, social and political analysis, community outreach and engagement, social cohesion and local development;
- Strong understanding and experience in working with diversity, with strong demonstrated knowledge of and experience with ethnic, local and non-state actors in Myanmar;
- Excellent communication and facilitation skills and fluency in written and spoken English;
- Strong analytical skills;
- Dedication and belief in upholding the highest ethical standards and respect for differences, privacy and confidentiality;
- Experience in Program Management’
