Job Purpose:
You will play a vital role in managing UNFPA's Country Program, focusing on population dynamics, reproductive health, and gender equality. You will lead a team of dedicated professionals committed to advancing the ICPD policy agenda in a dynamic environment, aligned to government priorities. Building strong partnerships and strategic alliances with government counterparts, multilateral and bilateral agencies, civil society, private sector and media will be essential to your success. You will coordinate technical advisors and actively contribute to UN system coordination through policy dialogue and participation in joint initiatives. As a key member of the UNFPA team, you will report to the Representative and act on their behalf as needed.
Your Key Responsibilities:
- Analyze and interpret: Stay ahead of the curve by analyzing the political and socio-economic landscape related to population and development, reproductive health, and gender equality. Identify strategic opportunities for UNFPA collaboration and intervention.
- Champion policy dialogue: Engage in impactful policy dialogue with government, UN agencies, and development partners to integrate UNFPA's priorities into national plans, strategies, and UN development frameworks.
- Advocate for change: Translate global strategies into compelling country-specific advocacy strategies. Craft and deliver evidence-based messages that resonate with diverse audiences and promote UNFPA's program goals while navigating political and social sensitivities.
- Drive results-based programming: Foster a culture of results-based management. Integrate innovative policies and strategies into the design and implementation of country programs, sub-programs, and projects, ensuring responsiveness to national needs and alignment with UNFPA's strategic priorities.
- Facilitate program excellence: Drive program success by providing expert guidance, coordinating inputs, and ensuring effective monitoring, oversight, and evaluation. Coordinate and leverage the expertise of consultants and technical experts.
- Stay informed: Remain at the forefront of policy developments and strategic shifts. Analyze policy papers, strategy documents, national plans, and development frameworks to provide insightful advice to the Representative. Prepare comprehensive briefs and contribute to policy dialogue, technical assistance coordination, and development frameworks.
- Promote knowledge sharing: Foster a culture of continuous learning and knowledge exchange. Test, evaluate, and document innovative strategies and best practices, both within and outside UNFPA, and integrate them into our work.
- Build strong partnerships: Cultivate collaborative relationships with executing agencies, government counterparts, and UN agencies to ensure timely and efficient program delivery within the "Delivering as One" framework. Address capacity-building needs of national counterparts.
- Mobilize resources: Contribute to resource mobilization efforts by identifying potential donors, developing compelling proposals, outlining co-financing opportunities, and supporting the government and other agencies in coordinating assistance for programs.
- Ensure operational excellence in programme implementation: Provide oversight for the implementation of program and operational policies and procedures, including work plan management and National Execution.
- Represent UNFPA: Represent the Country Office Representative as requested and serve as Officer in Charge when needed. Actively contribute to interagency mechanisms and working groups.
Qualifications and Experience:
- Education: Advanced degree in Public Health, Demography, Sociology, International Relations, Economics, Public Administration, or a related field.
- Experience: 10 years of progressively responsible experience in population and development, including program design, appraisal, and management. A proven track record of:
- Refining program design to align organizational objectives with national priorities and capacities.
- Leading and managing high-performing teams to achieve outstanding results.
- Communicating effectively, both orally and in writing, to build strong partnerships and maintain political relationships at a high level.
- Developing policies and negotiating effectively with government sectors, international agencies, and civil society organizations.
Languages:
- Spanish: Native fluency.
- English: Full professional proficiency.
- Other UN languages: Desirable, particularly French and/or Portuguese.
