The Position:
The Budget/Operations Analyst position is part of the Operations Unit in the Yemen Country Office. UNFPA Country Office in Yemen expanded its activities in the course of 2023 and continues to expand in 2024 to accommodate the increasing and urgent humanitarian needs. Given the nature of the assignment that cuts across different office units,
Budget/Operations Analyst will report to the International Operations Manager under the overall supervision of the Deputy Representative. He/She will work closely with existing Finance, Procurement/Logistics, and Programme units in the Country Office.
The Finance unit is part of the Operations Unit and is responsible for financial and budget management, and for the provision of advice, operational guidance, support and oversight in the areas of general accounting, accounts payable, contributions receivable, other accounts receivable, fund management, donor reporting, and
management of cash transfer to IPs. The finance unit also plays a key role in the monitoring of expenditures and preparing financial donor reports in coordination with budget owners and programme units.

Job Purpose:
Under the overall guidance of the Representative and in coordination with the Deputy Representative, and direct supervision of the International Operations Manager the Budget/Operations Analyst role is responsible for providing guidance, support and oversight to UNFPA Yemen CO offices in the areas of budgeting, accounting and supervising operations, to ensure a more effective management of funds and accounting for financial resources. The Budget/Operations Analyst will be responsible for accounts review and reconciliation, oversight of cash transfers to implementing partners (IPs) and financial donor reporting. He/She will provide a strong linkage and synergy between the Operations and Programme in terms of budget development.
You would be responsible for:
Financial, operations, and budget management:
- Oversee the monitoring of programme budget and financial performance for all core and non-core resources by providing necessary financial information and analysis, including implementation rate against indicators/results; detect potential over/ under expenditure problems and propose remedial action.
- Develop tools and mechanisms for effective and efficient monitoring of programme and project budgets; coordinate compilation of financial data and provide accurate and up-dated financial information and reports to office management.
- Interpret financial policies and procedures and provide guidance and training to staff and project managers; identify ways in which programme financial needs can be met within existing policies.
- Conduct regular review of budget allocations and expenditures to ensure charging of transactions to proper fund codes.
- Provide oversight to the Program and Financial Assurance unit on programme work processes with special attention on GPS and eFACE processes
- Work closely with the programme officers to prepare the quarterly and yearly financial reports for the donors especially for the EU funds.
- Maintain close relationship with the relevant HQ units on the budgeting and financial reporting requirements for donors.
- Contribute to the CO resources mobilization efforts through review and inputs of budgets for new proposals, review of the financial part of the implementation reports to donors and follow up on system the receiving of new funds or new tranches.
- Supervise the operations unit staff ensuring proper mechanism for timely and compliant process of all operations transactions.
- Participates actively in inter-agency meetings and working groups to ensure UNFPA interests are reflected in common system activities related to common services and premises, cost recovery and cost sharing arrangements, privileges and immunities, entitlements and salary surveys, to ensure information exchange and harmonization.
- Monitors and supervises adequate and appropriate use of supplies, utilities, office equipment, vehicles, and travel management. Ensures that services and maintenance of premises are in accordance with organizational standards and timely achieved.
- Ensure that all capital assets / inventory recorded and controlled in the system, and records are maintained up to date.
- Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to senior management & HQ.
Cash transfers to implementing partners:
- Perform regular comprehensive reviews of cash transfers to IPs, Operating Fund Account (OFA) balances, and OFA to eFACE forms (Funding Authorization and Certificate of Expenditures - forms submitted by IPs to request cash transfers and reports expenses) reconciliation and prepare financial management performance reports;
- Perform 2nd line of defense controls over the process for managing cash transfers to IPs and all operation transactions.
- Prepare financial reports to external and governing bodies, external parties and donors.
Other activities: Perform other duties as assigned by the Supervisor.
Qualifications and Experience:
Education:
Advanced university degree in accounting / financial reporting or related discipline. A recognized professional accounting designation (CPA, CA).
Knowledge and Experience:
- 2 years of experience in financial management, accounting and/or related area;
- Advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems and ERP financials.
- Strong analytical and problem-solving skills;
- Excellent written and spoken communications skills;
- Strong experience in Quantum and Quantum Plus is highly preferred.
Languages:
Fluency in English is required; working knowledge of Arabic is desirable.
