Purpose of consultancy:
The Union of Comoros is in the process of undertaking its fourth National Population and Housing Census (PHC) in the new area of Sustainable Development Goals (SDGs). The census will provide timely, relevant data for overall national development planning. The results of this PHC will be used for informing SDG-based development frameworks and decision-making at all levels and for raising the standard of living of the population of Comoros, good governance and maintaining equity and equality among all population sub-groups and to ensure that no one is left behind.
The United Nations Population Fund (UNFPA) together with the other sister UN agencies is supporting the Government of Comoros in conducting this census with a view to strengthen technical and management capacities in Comoros to plan and implement a high quality PHC and in accordance with scientifically established and internationally recognized standards and procedures.
The National Institute of Statistics and Economics and demographics studies (INSEED) with support from UNFPA has so far produced a census project document which is a detailed plan to guide the preparation and implementation of the 2017 PHC. It provides a census operational project in terms of planning, organization, budgeting, implementation, and management of the census operations across the country. The enumeration has already been completed in December 2017/January 2018. INSEED is currently pursuing the preparatory technical work for the processing and analyzing of his Fourth PHC.
UNFPA is looking for a Census International Consultant (CIC) will improve the capacities of the INSEED in developing and applying the methodology for processing and analyzing the Census data from the 2017 PHC.
Scope of work:
In order to achieve the expected results, the following Objectives are to be accomplished :
- Assist INSEED to undertake the post enumeration survey (PES) and to develop appropriate strategies for data processing and analysis.
- Contribute to technical capacity building in the process of undertaking post census activities.
- Provide technical and management advice to the Technical Commission of Census in connection with data analysis and dissemination
- Assist the Office of Census in developing a comprehensive census data processing, and tabulation plan, to ensure (i) data and information needs of key national stakeholders, and (ii) data required for national and international development reporting commitments are adequately addressed;
- Develop and implement the methodology for cleaning, validating (data integrity, robustness, missing value) and analyzing the 2017 PHC data, regarding UN principles and recommendations;
- Advise and participate in the development of plans for data analysis, tabulation and dissemination;
- Provide monthly progress reports to the National Authorities, UNFPA and other partners in this process;
- In collaboration with INSEED, identify future technical assistance needs and coordinate relevant technical support;
- Participate in the Census Project Management Committee meetings
- Advise on selection and participation of national staff to training courses on census data analysis and dissemination;
- Elaborate an analytical report presenting the demographic situation of Comoros people based on the analysis and interpretation of the 2017PHC;
- Contribute to completing the Census Administrative Report as per UN Statistical Division guidelines
- Inform the policy makers, civil society and academia on the demographic Situation in Comoros.
- Undertake any accomplish all duties and tasks related to the successful of the census.
Duration and working schedule:
Consultation is planned for 6 months. The mission will have to commence with effect from March 20, 2018.
Place where services are to be delivered:
The International Census Consultancy will be based in the National Institute of Statistics and Economics and demographics studies (INSEED) and UNFPA office in Moroni (Comoros).
Delivery dates:
All expected reports will be required in both hard and soft copy. A final report is due within 2 weeks after completion of assignment.
Monitoring and progress:
Monitor and evaluate progress and challenges, prepare a weekly work program and provide a record of the activities carried out at the end of each week ; prepare and submit monthly progress reports on the 2017 PHC activities to the INSEED and UNFPA, and consolidate quarterly progress reports for submission to stakeholders (hard and soft copy) ;

Expected travel:
March 18, 2018.
Qualifications and Experience:
- Advanced university degree in demography, statistics, or other social sciences (Master 2 or PhD).
- At least seven years professional experience in the field of social and demographic data collection, processing and analysis, preferably in a developing country.
- Experience elaborating complex analytical reports especially based on census data
- Experience in technical capacity building or training is considered an asset.
- Experience with statistical organizations/offices will be an advantage.
- Experience in providing on-the-job training to local staff in data quality, analysis and report writing
- Experience in the dissemination of census data and socio-demographic analyses to broad audiences as well as in motivating the utilization of data and results in development planning and policy issues.
- Awareness and knowledge of census issues namely conducting all steps of census implemented after the population and housing enumeration
- Proficiency and experience with census data processing software (CSPro, REDATAM, etc.), demographic data analysis (MORTPAK, FERTPAK, PAS), statistical packages (SPSS, STATA) and population projection programs (Spectrum, RUP, etc.).
- Fluency in oral and written French, understanding English will be an advantage.
- Knowledge of the United Nations system will be an advantage.
