The Position:

The Census Technical Specialist supports the Statistical National Institute of Burundi (SNI/Burundi) in the planning, organizing, and executing of all the activities provided for in the Roadmap of the 4th General Census of Population and Housing, Agriculture and Livestock in Burundi. The incumbent will work under the direct supervision of the Director of the BCR, National Technical Coordinator of the 4th General Census of Population and Housing, Agriculture and Livestock in close consultation with the Population and Development Program Officer at UNFPA and in liaising with other national stakeholders and partners, including donors and UN agencies.

The Census Technical Specialist will report directly to the Burundi Resident Representative of the United Nations Population Fund.

Job Purpose:

The Census Technical Specialist will play a vital role in ensuring the strategic planning, methodological support, supervision, and monitoring of the implementation of the various phases of the general population and housing, agriculture, and livestock census. He/she will also provide technical support in capacity building, collection/processing, and analysis of data from the general population and housing, agriculture and livestock census, advocacy, communication, and resources mobilization.

You would be responsible for:

A. Strategic Planning, and Methodological support

  •  Supervise and monitor the implementation of the various phases of the general population and housing, agriculture, and livestock census
  • Actively participate in the planning and orientation of all general population and housing, agriculture, and livestock census activities and ensure the satisfactory implementation of the annual work plan and compliance with the established schedule;
  • Ensure the planning and coordination of international technical support at all key phases of the operation;
  • Propose methodological choices to carry out the various technical phases of the operation, including the post-census survey (EPC);
  • Assist in the definition of an adequate logistical system to allow the organization and satisfactory execution of the census cartography, the pilot census, the actual count, the post-census survey, the processing and the analysis of data, as well as publication and dissemination, according to the validated schedule;
  • Support the supervision of the execution of fieldwork for mapping, the pilot census, the actual count, and the post-census survey, to monitor and validate the quality of fieldwork;
  • Advise the National Technical Coordinator and the Deputy Coordinators of the census, as well as the Technical and Financial Partners involved in the operation, on the planning, organization, execution, and management of the general population and housing, agriculture, and livestock census ;
  • Advise the National Technical Coordinator and Deputy Census Coordinators, as well as TFPs, on equipment needs and assist in the specification and acquisition of required equipment and materials;
  • Ensure proper use and better management of financial resources and equipment acquired under the Project;
  • Regularly report on the progress of general population and housing, agriculture, and livestock census activities to the National Technical Coordinator of the census, as well as to all TFPs involved, by writing monthly reports.

B.  Capacity building in the technical execution of census activities;

  • Ensure capacity building, collection/processing, and analysis of data from the general population and housing, agriculture, and livestock census
  • Make sure to take full advantage of new technologies by setting up automatic correction and rectification procedures for the data collected, throughout the operation, to shorten the time it takes to make the results available;
  • Participate in the development of analysis and tabulation plans and in the supervision of data analysis and production of reliable indicators;
  • Support the design, production, and exhaustive use of postcensal survey data within the required timeframes and their inclusion in the analysis of data quality for the production of the final results of the general population and housing, agriculture, and livestock census;
  • Participate in processing and exploitation activities (residual coding, tabulation, verification, and clearance) of general population and housing, agriculture, and livestock census data from field operations (mapping, pilot census, enumeration, and post-census survey);
  • Support the supervision of the production of indicators and the publication of preliminary results as soon as possible;
  • Support the supervision of the production of indicators and the publication of overall results as soon as possible;
  • Contribute to the organization of the orientation workshops for the analysis of the general population and housing, agriculture, and livestock census data, as well as that of the workshop for the finalization of the thematic analysis reports ;
  • Supervise thematic analysis work;
  • Participate in drafting of the final report of the general population and housing, agriculture, and livestock census.

C. Advocacy, Communication, and Resource mobilization 

  • Participate in advocacy for the mobilization of resources for the realization of the general population and housing, agriculture, and livestock census;
  • Ensure the proper execution of awareness-raising activities for the authorities and the population;
  • Support the organization of the various seminars for the dissemination of the final results of the general population and housing, agriculture, and livestock census;
  • Ensure the publication and support of the organization in the dissemination of the final results of the general population and housing, agriculture, and livestock census.

D.  Carry out any other task that may be assigned by the Resident Representative. 

Qualifications and Experience: 

Education:  

Advanced university degree in demography, statistics, or other related social science disciplines;

Knowledge and Experience: 

  • Minimum 7 years of relevant experience in the field of data collection, processing, and analysis, preferably in a country in Sub-Saharan Africa;
  • Proven experience of participating in at least one General Population and Housing Census in an African country, preferably in Sub-Saharan Africa;
  • Knowledge of census programming using new technologies (new UNDG guidelines) would be an asset;
  • Experience in training local staff on data analysis, report writing, and use of internet resources;
  • Experience in disseminating census data and socio-demographic analyses to a wide audience, as well as in motivating the use of data and results in development planning and policy issues;
  • Knowledge and experience of the preparation phases of population and housing censuses in Africa;
  • Have a mastery of commonly used software (word processing, spreadsheets, and software/data analysis: SPSS, STATA, etc.), knowledge of CS-Pro software is a plus;
  • Have a good ability to write concise, precise, and synthetic reports;
  • Experience working with the United Nations System and demographic surveys and censuses will be an asset.

Languages: 

 A good command of oral and written French; and an ability to work fluently in English.
