The Commodity Security Branch Chief works under the overall direction and leadership of the Technical Division (TD) Director who is the direct supervisor of the post. He/She works closely with other branch chiefs across the division, responsible for technical leadership in other UNFPA mandated areas including sexual reproductive health, HIV/AIDS, gender; human rights,  culture and population and development. The CSB Chief also ensures an integrated, and strategic approach to the work of the Branch, and thus its contribution to the work of the Division and the Fund as a whole.

The Commodity Security Branch Chief plays two critical roles: one as the leader of the UNFPA Supplies program and the second as the leader of the Commodity Security Branch (CSB). As leader of the UNFPA Supplies program, the Branch Chief is accountable for driving measurable results and impact in the area of reproductive health commodity security in the target countries of the programme.

As leader of CSB, the Branch Chief is the principal adviser in UNFPA, providing authoritative advice and leadership for the positioning of UNFPA in the substantive thematic area within the context of the global development agenda, particularly the ICPD Programme of Action, the achievement of the Sustainable Development Goals (SDGs) and the development architecture that emerges from the post-2015 dialogue.

The Chief serves as UNFPA thought leader and representative on broader family planning (FP) topics, manages the work of the Branch in developing and continuously improving conceptual frameworks, substantive strategies, policies, intellectual guidance, state of the art papers and global technical instruments and tools, relevant to the needs of countries.

Within the Branch, the Chief has overall responsibility for strategic direction, policy development and management of human and financial resources.  The primary roles are:

Education:  
Ph. D. in Public Health, Medicine, Sociology, Demography, International Relations, International Development, Economics, Public Administration, Management or other field directly related to the substantive area of work. Exceptional candidates with significant work experience and a Master’s degree or equivalent may also be considered.

Knowledge and Experience:
• A minimum of 15 years experience of increasingly responsible professional experience in public administration and international development, of which at least 8 years in the thematic area at the international level.
• Extensive operational and managerial experience working with demand for and supply of reproductive health commodities at the in- country field level.

Job knowledge and technical expertise:
The incumbent is expected:
• To be an expert and recognized authority in the area of work;
• Have the necessary skillset to manage a program with broad geographic reach (46+ countries) and that requires working across other divisions within the larger organization

• Have the proven ability to lead and manage teams of high level experts to achieve demonstrable results;
• Have an extensive network within the academic and development community;
• Have excellent communication skills, speaking and writing in English;
• Strong interest in development work, especially in the mission of the United Nations Population Fund, and dedication to the principles of the United Nations; and
• In Country field experience, which is essential.

Languages:
- Fluency in English is required.
- Working knowledge of another official UN language is desirable.
