UNFPA Armenia is hiring Communication Consultant to support communication and visibility of the National Agency for Programs Development and Youth Work

Our strategic plan calls upon UN Member States, organizations and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights, recover lost gains and realize our goals.
Background:
UNFPA, within the financial contribution to finance the implementation of the action “ATHENA: Advancing the Human Rights Agenda and Enhancing National Authorities” seeks service of an individual consultant to ensure communication of the projects UNFPA component in line with UNFPA/EU communication protocols.
The Project’s activities directed towards prevention of GBV and DV will empower women and girls to break the cycle of violence, seek justice and access resources for recovery. Survivor centred approach will ensure elimination of double victimisation, access to justice and reintegration in the society, which itself will support the sustainable development of the country and society in general.
The Project will aim at supporting the institutional capacities and strategic communication of the target institutions, namely Human Rights Defender’s Office, Ministry of Labour and Social Affairs, Ministry of Internal Affairs, Chamber of Advocates and Public Defender’s Office to drive forward the modern public policy agenda and improve performance of their core functions. The Project will extend and support the institutional capacities of governmental and non -governmental stakeholders in enhancement of policy development and service provision in the area of GBV and DV. The Project will further support the operationalisation of the multisectoral response to GBV and DV, disability mainstreaming and creation of victim centred procedures for survivors of sexual violence.
Under the direct supervision of UNFPA Gender Programme Analyst, and by overall guidance of UNFPA Armenia Communications Analyst, the Communications Consultant will support UNFPA CO communication and visibility efforts in line with UNFPA Armenia Country Office, donors communications strategy and plans, and visibility guidelines aiming to increase project visibility among the society, national partners, media, utilizing inter alia, UNFPA Armenia Country Office web site, social media channels and other relevant means.
Purpose and scope of consultancy: (Description of services, activities, or outputs)
- Develop communications materials, including human stories, photo stories that will highlight the interventions of the Project.
- Ensure the dissemination and promotion of the visibility materials via social media and UNFPA media accounts.
- Support UNFPA Armenia Programme Team in development, printing and dissemination of communication products.
- Support UNFPA Armenia Programme and Communications Teams on reporting, coordination work with the partners and experts, as well as other tasks requested by the supervisor.
- Support UNFPA, as well as Gender Thematic Group in coordinating joint communication campaigns.
- Support UNFPA Armenia Programme Team in the design and implementation of 16 Days of Activism against Gender-Based Violence campaign and ensure that campaign materials are in line with the EU/UNFPA visibility guidelines and are shared on UN Armenia web site, social media channels, as well as through other (media) channels.
- Support in drafting donor reports.
- Travel in the field to reflect the activities carried out and identify human stories relevant to the Agency’s programs and activities.
- Draft, post and ensure regular updates on the Agency social media channels short posts, press releases, human stories, and other relevant communication products upon request and related to current activities.
- Support in monitoring of visibility and awareness raising initiatives by providing disaggregated data on reach of communication materials among population at large.
Duration and working schedule: 01 September 2024 – 31, July 2025. The volume of consultancy has been estimated as 5 working days per week. Payment will be done on a monthly basis.
Place where services are to be delivered: Yerevan city and regions of Armenia
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): The deliverables are described above. Work will be delivered both electronically and in person.
Monitoring and progress control, including reporting requirements, periodicity format and deadline: Weekly catch-up meetings of Communications and Gender Teams during which regular updates will be provided by the consultant on the communications, visibility and project related work conducted.
Supervisory arrangements: UNFPA Armenia Gender Programme Analyst and Communications Analyst will supervise and lead the work of the consultant.
Expected travel: Individual Consultant will be required to have in-country/international travels. All cost related to travels will be covered by the UNFPA.
Required expertise, qualifications and competencies, including language requirements:
- University and Master’s degree in communication, journalism and/or other related social science field.
- Minimum 2 years’ professional experience preferably in media and media relations or public relations.
- Ability to analyze problems; ability to express ideas clearly and concisely, both orally and in writing.
- Demonstrated initiative, tact and high sense of responsibility and discretion.
- Working experience within international organizations (UN and other development partners) is an asset.
- Knowledge on UNFPA/EU policies and procedures is an asset.
- Excellent knowledge Armenian and English.
- Proficiency in current office software applications.
Inputs /services to be provided by UNFPA or implementing partner e.g support services, office space, equipment), if applicable: UNFPA Armenia will provide to the Individual Consultant, information and materials for the fulfillment of tasks, as needed. The consultant will use its own laptop/computer.
Other relevant information or special conditions, if any:
- Selection process: one suitable potential candidate will be selected through an open call in line with UNFPA Policy and Procedures for Contracting Individual Consultants.
- The ownership of all the products of this consultancy will remain with UNFPA.
Basis of payment: Payment will be done monthly, subject to timely submission of deliverables stipulated in the current Terms of Reference, in the agreed format and due quality, and certification by the UNFPA Armenia appointed staff of the successful performance of the Individual National Consultant and approval of the monthly activity report.
Requirements for concluding the Contract with Communication Consultant:
Before signing the Contract with UNFPA, the Individual Consultant is required to pass the following mandatory courses and submit the graduation Certificates and other necessary to recruitment process documents to UNFPA:
