I. Background
UNFPA and UNICEF have been leading the largest global programme working towards the elimination of female genital mutilation (FGM) since 2008 – UNFPA-UNICEF Joint Programme on the Elimination of Female Genital Mutilation: Delivering the Global Promise to End FGM by 2030. The Joint Programme supports holistic and integrated approaches and interventions at global, regional, and national levels with the aim of establishing policy and legal frameworks, galvanising communities to abandon the harmful practice, and providing FGM-related services.
The Joint Programme is currently implementing its Phase IV (2022-2030). In terms of scope, the Joint Programme provides direct financial and technical support to 17
countries (Burkina Faso, Djibouti, Egypt, Eritrea, Ethiopia, Gambia, Guinea, Guinea Bissau, Kenya, Mali, Mauritania, Nigeria, Senegal, Somalia, Sudan, Uganda, and Yemen). Additionally, it has various initiatives and forums to share technical knowledge and expertise to other countries and organizations as a part of its effort to have a global influence in the field. The Joint Programme also undertakes various global and regional level initiatives, including initiatives supported by the Spotlight Initiative Africa Regional Programme (SIARP).
The Joint Programme prepares an annual report to document and share its achievement during the year at different levels. Hence, the Joint Programme will engage a consultant for the development of the 2022 annual report and these terms of reference define the scope of the assignment.
II. Purpose of consultancy:
The purpose of this consultancy is to assist the Joint Programme Global Coordination Team and provide technical support in the preparation, analysis, and writing of the 2022 Highlights Report and Annual Report of the UNFPA-UNICEF Joint Programme on the Elimination of Female Genital Mutilation: Delivering the Global Promise.
III. Scope of work:
Under the supervision of the Global Coordinator of the UNFPA-UNICEF Joint Programme on the Elimination of Female Genital Mutilation and in consultation with the Joint Programme Coordination team of UNFPA and UNICEF, the consultant is expected to undertake the following tasks:
1. Develop and share outlines of the Highlights and Main Report for approval before the write up process
2. Discuss and review the 2022 Annual Report structure, format and methodology with the Joint Programme Coordination team (including content presentation, best use of case studies, visualizations, etc.)
3. Undertake a thorough qualitative analysis and desk review of the country (17 countries) and regional (3 regions) annual narrative reports and also review the quantitative analysis to ensure coherence between the narrative and the data
4. Review the 2022 annual report from Spotlight Initiative Africa Regional Programme (SIARP) and include relevant information/initiatives in the Highlights Report and main
Annual Report of the Joint Programme for 2022.
5. Support in the identification of themes and patterns to be highlighted in the consolidated report and propose innovative ways to visualize qualitative data to enrich the final product.
6. Draft and develop country profiles/chapters or any other agreed-upon annexes.
7. Draft the Highlights Report (of 10 pages) showcasing the achievements of the Joint Programme and any other relevant chapters as discussed.
8. Draft the final 2022 report for the Joint Programme (of 30 pages), including thorough revision of content as well as integration of feedback and corrections from different team members.
9. Engage with the Communications Specialists of the Joint Programme in guiding the editing and design/layout of the annual report production. (i.e. review content and graphs, answer queries, and proof-reading).
IV. Key deliverables:
The expected deliverables of the consultancy are:
- A Highlights Report which outlines the key achievements of the Joint Programme from 2022 and any other relevant chapters, due by March 30, 2023.
- The 2022 Global Annual Report for the Joint Programme and all related analysis, including country profiles/chapters or annexes, agreed with the Joint Programme, due by May 30, 2023.
The products will be delivered in electronic format.
V. Duration of the consultancy service and working arrangement:
The consultancy is for 60 working days over a period of 5 months. The tentative schedule is from February to June 2023:
- Expected start date: 1 February 2023
- Expected end date: 30 June 2023
Project deadlines:
- The first draft of the Highlights Report to be submitted by 1 March 2023, revised draft with comments integrated by 15 March 2023, and the final draft by 30 March 2023.
- The first draft of the Annual Report to be submitted by 1 April 2023, the revised draft with comments integrated by 1 May 2023, and the final draft by 30 May 2023.
VI. Supervisory arrangements:
The consultant will work under the overall guidance of the FGM Global Coordinator of the UNFPA-UNICEF Joint Programme on the Elimination of FGM and under the supervision of the Monitoring and Evaluation Specialist of the FGM Joint Programme in UNFPA and in collaboration with the members of the Joint Program Global Coordination Team from UNFPA and UNICEF.
VII. Monitoring and progress control, including reporting requirements, periodicity format
Weekly conference calls will be scheduled with the consultant to monitor progress, provide guidance and clarification to any questions, and ensure the work is on track.
VIII. Required expertise, qualifications and competencies
Education:
- Master or Postgraduate degree in relevant areas such as Social Sciences, Economics, Development studies, or related fields. A certificate/diploma in critical writing will be an added advantage.
Required competencies:
- Strong qualitative analysis and reporting skills, including command of mix-methods analysis software such as Dedoose.
- Demonstrated technical knowledge and operational experience of qualitative research methodologies for documentation and dissemination of data.
- Solid editorial skills with demonstrated ability for logical and analytical writing.
- Sound understanding of gender-responsive and/or gender-transformative programming, particularly in areas related to harmful practices including FGM and child marriage.
- Work experience in programmes addressing female genital mutilation is an advantage
- Strong interpersonal skills and experience in working with multi-stakeholder organizations.
- Experience in working with UN organizations.
- Solid track record of producing timely and quality deliverables.
Languages:
- High proficiency in written and spoken English is required. The Highlights Report and Annual Report have to be written in English.
- Knowledge of French is required as 6 of the 17 countries will be providing reports in French.

This will be a home-based consultancy; the consultant will work remotely. The consultant will be paid twice, once, upon completion of the Highlights Report and the second, after completion of the main 2022 Annual Report of the Joint Programme.
