UNFPA is the United Nations sexual and reproductive health agency. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled.
UNFPA implements a third of our programme funds through partnerships with 1500 government entities and NGOs worldwide. To ensure accountability of the UNFPA funds thus transferred to implementing partners, UNFPA applies risk management procedures which include assessments, assurance activities and follow up. Data for all these processes are recorded in the Implementing Partner Assurance Management System (IPAS).
The Quality Management Unit of the UNFPA Division for Management Services requires the engagement of a consultant to support the management of implementing partner assurance processes, requirements and data, including monitoring, quality assurance, user support and follow up.
Specifically, the consultant will:
- Monitor data recorded by UNFPA staff IPAS for 2018 IP assessments, 2018 assurance planning, 2018 spot check reporting, and 2017 audit and spot check follow up.
- On a weekly basis, produce status reports for all these, review data for process compliance gaps and follow up directly with concerned offices.
- In September and December, review the accuracy of IP assessment data using existing methodology and tools, identify gaps , prepare and update follow up worksheet for Specialist review and communication with concerned offices.
- Assist the Finance Specialist in the review of supporting documentation for the clearance of 2017 negative audits.
- Assist the Finance Specialist in the clearance of outstanding previous year audit qualifications
- Provide timely assistance and support staff for all IPAS and process related questions through email or the UNFPA integrated service desk.
- Perform any other related tasks assigned by the Finance Specialist or the Chief a.i.
Knowledge and Experience required:
- University degree in business administration, finance or accounting.
- At least five years of relevant progressively responsible experience in financial management, risk management, internal controls, and/ or audit;
- Understanding of the UN operational business model and accountability requirements.
- Experience in managing and quality assuring financial and performance data and ensuring compliance
- Ability to communicate effectively with colleagues, both verbally and in writing.
- Highly organised with good analytical skill and attention to detail
- Proficiency in the use of MS Office suite products;
- Fluency in English. Proficiency in French and/or Spanish is desirable.
Conditions
- This assignment is full-time for 1 September – 21 December 2018.
- Working schedule is in line with UNFPA working hours in Nairobi plus once a week in the evening for virtual meeting with headquarters in NY.
- The consultancy will be in Nairobi, Kenya and the consultant is required to work in the UNFPA Country Office and/or home-based. Both may be required at different times during the consultancy.
- The fee is a daily rate for every day worked during this period, as agreed.
