Background/Purpose:

Under the overall supervision of the Strategic Partnerships Adviser for Parliamentarians and CSOs, the CSO and Parliamentary Specialist will temporarily assist in operationalizing strategies and policies that will shape UNFPA’s approach to working with Civil Society and Parliamentarians and ensure that UNFPA relationships with these important constituencies contribute to UNFPA’s political and programming objectives.

 MAJOR DUTIES AND RESPONSIBILITIES

  • Providing advocacy and outreach support:
    • Conduct advocacy including digital, outreach and knowledge-sharing efforts supporting UNFPAs strategic approach to parliamentarians and civil society partnerships;
    • Develop activities and interventions to facilitate dialogues with key civil society partners and parliamentarians, including supporting IPCI preparations and the Regional Conferences on P&D on the road to ICPD30.
    • Identify opportunities to engage CSOs and parliamentarians in UN and intergovernmental fora (e.g, HLPF, UNGA) to strengthen linkages with the ICPD Programme of Action and advance the 2030 Agenda.
  • Strengthening and supporting the work on expanding civic space:
    • Provide support to the development and management of the implementation of strategies and interventions on expanding civic space and ensuring coordinated work on civil society, including through relevant UN Interagency Task Teams;
    • Interact and liaise with feminist civil society and key CSO partners to ensure strong UNFPA engagement and support to the ICPD mandate, including by supporting UNFPA’s corporate engagement at the upcoming Women Deliver Conference;
    • Support relevant platforms for meaningful CSO engagement, and multi-stakeholder dialogues at country, regional and global levels, including as part of the ICPD30 Review Process in line with the CSO/MP roadmap to ICPD30.
  • Strengthening and providing internal coordination support:
    • Research as needed emerging funding and policy issues related to population and reproductive health that would complement UNFPA advocacy efforts with partners;
    • Follow up on the CRM roll-out (phase 2) for stakeholder management and its use as a centralized repository on civil society partnerships across UNFPA for tracking, knowledge-sharing, management and peer to peer learning on best practices;
    • Manage the information flow with country and regional offices and other relevant business units on activities and interventions and provide relevant inputs to organizational and UN related documents;
    • Prepare briefing notes, talking points, talking points and execute logistics planning and execution, as necessary.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE:

  • Advanced university degree in Social Sciences, Public Administration, International Relations, Development Studies.
  • At least 5 years of experience dealing with international issues at the national level; 5 years working in an international environment, particularly on CSO/MP engagement;
  • Familiarity with UN development programmes and working methods, and particularly with UNFPA policies and procedures.
  • Strong facilitation skills with multi- disciplinary teams
  • Fluency in English is required; Working Knowledge of another office UN working language is an asset.
