Job Title: Comprehensive Sexuality Education (CSE) communication and opposition

Purpose of consultancy:
Recently, UN agencies have noted with concern that while there has been a significant consensus in many parts of the world that CSE can address areas of national priority such as reducing adolescent pregnancy, gender-based violence, and the transmission of sexuality transmitted infections and HIV, there is increasing frequency of false narratives and strengthening of coordination of counter-movements to comprehensive sexuality education (CSE).
These counter-movements are classified as operational environment risks within UNFPA’s Strategic Plan, 2022-2025, alongside “reduced domestic resources and declining levels of official development assistance or humanitarian assistance; increased humanitarian needs due to increasingly protracted crises, including those related to conflict and climate change; a shrinking space for civil society action; and hostility to women and young people as human rights defenders or participants in social movements”.
Within the broad scope of work focused on CSE-related communication and internal UN coordination, the consultant is expected to deliver relevant activities on a timely basis, reliably and accurately throughout the consultancy period.
Specific deadlines, reports/deliverables will be on a needed basis and communicated accordingly.
Deliverables:
The scope of work includes but is not limited to:
• Encouraging coordination between UN agencies (in particular UNFPA, UNESCO, WHO, UN Women, UNICEF), strategic partner organizations and governments’ focal points.
• Develop a communications strategy.
• Develop materials to support strengthened communications related to CSE, including briefing notes, key messages, talking points, social media assets and posts.
• Lead on, coordinate and / or support internal communication related to CSE
• Continuous political scanning -identifying best partners at different levels.
• Monitoring of opposition.
The consultant will report to the Technical Specialist on CSE, Sexual and Reproductive Health Branch (SRHB), Technical Division, under the overall supervision of the Chief of the SRHB, and close cooperation with the Media and Communication Branch.
Required Expertise and Qualifications:
Education:
● Advanced University Degree or equivalent in human rights and development, or other fields directly related to the substantive area identified in the title of the post.
Knowledge and Experience:
● Advanced academic degree in communication.
● To be familiar with communication tactics of SRHR/CSE opposition.
● Extensive professional knowledge and at least 5 years’ experience in development of communication campaigns and strategies at regional and global level.
● Strong communication, digital, analytical and writing skills with demonstrated ability to synthesize findings and work with feedback from a range of experts and reviewers.
● To be familiar with areas of sexual and reproductive health and rights, comprehensive sexuality education, adolescence, and youth.
● To have connections in the media (desirable).
● Capacity to work independently yet with ability to share information, receive feedback and engage in dialogue with other partners.
● Demonstrated experience working in multi-cultural environments and integrating local knowledge of cultural contexts into communications.

Languages:
● Strong command of the English language and excellent writing skills are essential; Working knowledge of a second UN language, is highly desirable.
