Purpose of Consultancy:
Drawing on CSB’s 2017 experience of developing FP-RHCS Business Cases in Nigeria, Kenya and Democratic Republic of Congo, to lead the development of family planning business cases for six West and Central Africa countries (Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Ghana and Senegal).
Scope of Work:
The BC FP development coordinator will have the overall responsibility to guide and manage the effective implementation of the development of six business cases in selected countries. More specifically, the coordinator will:
- Coordinate the organizational, managerial and technical aspects of the development of the FP-RHCS of Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Ghana and Senegal
- Provide strategic guidance to ensure the progresses towards achieving its outcomes by reporting on the progress, monitoring identified risks and issues;
- Influence counterparts to jointly contribute to the exercise implementation in full compliance with UNFPA rules and procedures in collaboration with implementing partners and stakeholders;
- Design and validate the methodology/tools and research protocol and plan to be used by country consultants.
- Provide substantive inputs to the implementation, monitoring and evaluation of the different activities,
- Facilitate the achievement of expected results by providing substantive and technical inputs into the business cases documents, ensuring substantive monitoring, oversight and coordination and evaluating the inputs of consultants,
- Provide timely information on implementation and produce quality reports/proposals for timely submission,
- Develop the Investment cases and integrate these into the business cases developed by the country consultants,
- Provide overall recommendations, based on the findings of the implementation of the process adopted for the development business cases documents.
For the development of the Business Cases, the key study questions could be (without being exhaustive) for instance: How FP is contributing to economic growth? How failure to invest in FP could increase social demand and fails development initiatives? Is there a model that can be applicable in all countries to carry out the study? What are the financial resources going to FP in country? What will happen if donors stop today funding for contraceptives in the country? What is the country plan to take over funding for its contraceptive sovereignty? What specific interventions the governments can carry out in order to address the inequalities in accessing and utilizing FP services at the subnational level? What would be the cost of inaction? What is the Return of investment for these particular interventions?
Duration and working schedule:
The International Consultant will work full-time in and out of the UNFPA Regional Office in Dakar or in the respective UNFPA Country Office for 50 work days (10 weeks). Regular office hours are 8.00 am to 5.00 pm from Monday to Thursday and 8.00 am to 1.30 pm on Fridays.
Deliverables:
- A methodological approach validated and adapted to country context for the development of the Business cases and the data collection for the projected scenarios
- An inception report, which clearly illustrates how the consultancy shall be executed.
- Family Planning Business Cases for selected countries revised and cleared
- An Investment case document containing:
- Projected costed scenarios at the national and subnational level to address the inequalities in accessing and utilizing FP services across the country.
- Potential targeted high impact interventions to address the needs at the subnational level where the inequalities are higher including the ROI of these specific interventions
- Garner arguments relating to the positive impact on investing in Family Planning and estimating the cost of opportunity of not doing so.
- A high-quality Power Point presentation for the investment case.
Qualifications and Experience:
Individuals who could fulfill this assignment should have experience in costing and preparing the cost-benefit analysis in the public or private sector. Therefore, the International Consultants must have:
- Postgraduate university degree in any of the following disciplines: Economics, Development Economics, Finance, Management, Demography or other related field. Course in Health Economy is an asset.
- Proven competence and experience in conducting social and / or economic research.
- Experience in the financial evaluation of projects.
- Experience in parameterization and evaluation of externalities in reproductive health.
- Advanced knowledge and experience of statistical analysis software.
- Experience in collecting, organizing and managing data.
- Experience in construction knowledge and modification of marginal cost reduction cost curves (MAC curves).
- Familiarity with international funding mechanisms for Family Planning.
- Experience in interacting with policy decision-makers.
- Experience in a public or private financial institution, ideally linked to international development.
- Excellent command of reading, writing and speaking in English and French.
