Consultancy - GBViE Minimum Standards and the Essential Services Package

  • Level: Consultant
  • Contract type: Consultancy
  • Closing date: 09 Nov 2021 11:59 PM (America/New_York)
  • Duty station: Remote

Duration: 18 Working days

Location: Remote, supporting the Humanitarian Office in Geneva, Switzerland

Position:

To facilitate the sharing of learning and practices across contexts and to develop a guidance note, with accompanying tools such as do’s and don’ts, checklists or a decision tree, for GBV actors that defines the distinct objectives, linkages, and synergies of the GBViE Minimum Standards and the Essential Services Package (ESP).  The consultation is intended to gather the experience and expertise of staff across the organization to identify the guidance and orientation required to support the utilization of both resources depending on contexts.  Staff have experienced some confusion and encountered challenges in navigating the use of both resources in specific contexts.  The resulting guidance/tools will mitigate this confusion and avoid challenges so that complementarities may be leveraged and that each tool is used to its fullest potential.

Scope of Work:

Support the planning and facilitation of a 3-part virtual workshop and one validation session and draft products based on the discussions and on the country office case studies and lessons learned on topics including:

  • using the GBViE MS and ESP concurrently
  • using the ESP in fragile contexts
  • using the GBViE MS as part of preparedness planning (ie Zambian government using GBViE MS as framework for preparedness planning)
  • shifting between contexts as a challenge for UNFPA and how this guidance may contribute to addressing these challenges; and
  • divergences such as data, engaging with government, GBV prevention, and coordination (+proliferation of tech ad hoc - what guidance is provided across the resources to address and guide these issues).

Requirements:

Education

Master’s degree, preferably in one of the following areas: international relations, social and behavioral science, humanitarian response, business administration, and political science or other related fields.

Experience

  • Seven years of relevant work experience in GBV in emergencies planning, programme management and training.
  • At least two years experience working in humanitarian contexts either with UN agencies or iNGO’s
  • Ability to think and work logically and work precisely with attention to detail in a high paced environment
  • Ability to develop trust and maintain harmonious and productive relations with key stakeholders
  • Flexibility and adaptability and ability to manage multiple tasks concurrently
  • Ability to write clearly and concisely.
  • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different national and cultural backgrounds.
