Consultancy - Gender and GBV Advisor on Humanitarian Financing

Position

The Call to Action Road Map (2016-2021) highlights the need for a better understanding of
the actual financial requirements for GBV and gender equality as well as the need to
establish tracking mechanisms to report on funding for GBV programming. 

While based in the OCHA Pooled Fund Management Branch, the Humanitarian Financing
Advisor, will also engage with the IASC Secretariat as relevant, work with the FTS team on
establishing a better tracking of gender equality and GBV funding, and other relevant
divisions of OCHA. She/he will also collaborate closely with the Senior Gender Advisor and
the Gender Unit of OCHA, and via the GBV AoR ensure timely communication and sharing of
learning with the GBV sub-cluster coordinators regarding financing.

Scope of Work

Working in OCHA under the overall leadership and supervision of the Chief, Pooled Fund
Management Branch the incumbent will support the strengthening of the work of the pooled
funds related to gender equality and Gender-Based Violence and Sexual and Reproductive
Health, informed by the outcomes of the recent IASC evaluation on Gender Equality and
women’s empowerment and post-Oslo survey on SGBV Pledging conference through:

(i) Reviewing of and advising on policies and guidance on Pooled Fund
Management with regard to gender equality, GBV and localization as it regards
women-led organizations.

(ii) Improving methodologies and processes for reviewing, assessing and vetting
gender aspects of pooled fund allocation strategies and projects.

(iii) Providing advice on how to bolster pooled fund resourcing of gender related
activities and outcomes.

(iv) Strengthening capacity of Pooled Fund management staff (at headquarters and
in the field) in assessing the application of Gender in Humanitarian Action and
GBV accountability frameworks in pooled funds strategies and allocations.

(v) Support strategic engagement with Humanitarian Coordinators and Humanitarian
Country Teams to strengthen the inclusion of gender equality funding in CERF
and CBPF processes.

(vi) Lead on the training of CERF and CBPFs implementing partners in appropriately
incorporating gender equality aspects into pooled fund applications, project
implementation, and reporting.

(vii) Support the FTS team - in consultation with the GBV AoR and the Regional
Emergency GBV Advisors (R)teams, on potential collaboration to improve
tracking of GBV requirements

(viii) Support PFMB’s engagement in HNO and HRP processes from a gender
perspective, including as it related to ensuring that gender aspects are
considered in development of templates, guidance and policies.

Within the functional responsibilities of PFMB, the incumbent will also advise UN sister
agencies working on gender equality and GBV (notably UNFPA, UNICEF, UNHCR, WHO
and UNWOMEN), I/NGOs as well as other organizations with a focus on women rights and
women-led organizations on their engagement with CERF and CBPFs with respect to the
GBV AoR and the IASC Gender in Humanitarian Action Reference Group, the Grand Bargain
and the post-Oslo reporting on progress and recommendations around financing and related
reporting, in close coordination with the Senior Gender Advisor.

Requirements

Education

A solid academic background at the post-graduate level preferably in international
studies, political sciences or other related social sciences on women’s studies.

Experience

  • A minimum of seven years of progressively responsible experience in humanitarian
    financing, Gender Based Violence and Gender in humanitarian settings, of which at least
    two (2) years must be at the field level preferably in emergency settings.
  • A good understanding of OCHA Pooled Fund mechanism (CERF and CBPF),
    humanitarian architecture and reforms, outcomes of the World Humanitarian Summit and
    Grand Bargain Commitments.
  • Good knowledge of GBV Accountability Framework and Gender in Humanitarian Action.
  • The ability to translate global policy development into organizational strategy and action
    at regional, national and local level.
  • Excellent ability to communicate clearly, concisely and easily, and to draft,
    communicate/network and establish and nurture good human relations skills with
    stakeholders;
  • Strong analytical skills, initiative, sound judgement and demonstrated ability as a team
    player who can work harmoniously with staff members of different national and cultural
    backgrounds.
  • Experience with the UN/multilateral institutions, civil society and the private sector is
    highly recommended. Familiarity with UN policies, programmes and procedures is
    preferred.
  • Fluency in English. Knowledge of an additional UN language, preferably French and/or
    Spanish is highly desirable.
