The Position:
In 2015, within the framework of a Joint Global Programme, the United Nations (UNFPA, UN Women, WHO, UNDP, UNODC) launched a set of Global Standards and Essential Services for Women and Girls Subject to Violence, aiming to provide greater access to a coordinated set of essential and quality multisectoral services for all women and girls who have experienced gender based violence (GBV). The Programme identified the essential services to be provided by the health, social services, police and justice sectors (the “Essential Services Package”) as well as guidelines for the coordination of Essential Services Package and the governance of coordination processes and mechanisms (the “Coordination Guidelines”). Service delivery guidelines for the core elements of each essential service have been identified to ensure the delivery of high quality services, particularly for low and middle income countries for women and girls experiencing violence.
The Essential Services Package reflects the vital components of coordinated multi-sectoral responses for women and girls subject to violence. The provision, coordination and governance of essential health, police, justice and social services can significantly mitigate the consequences that violence has on the well-being, health and safety of women and girls’ lives, assist in the recovery and empowerment of women, and stop violence from reoccurring. Within a coordinated response to GBV, a key element is data management, including documenting and registering GBV incidents and cases, standardized forms and software for registering and reporting data to a higher-level institution that can generate a centralized database by aggregating all transmitted data. Good data serve as a basis for the decision-making process and for policy development.
To date, there is no comprehensive mapping of existing services in the region to identify the main gaps and needs to fully align with international standards. In many cases where some services are in place, survivors are not aware of their availability and their rights in relation to these services; the quality and consistency of the services vary, which also limits accessibility, especially for adolescent girls, single mothers and women and girls who experience multiple and intersecting forms of discrimination, such as refugees, women living with HIV and those with disabilities.
No mapping of coordinated data collections systems has been undertaken. Within the above approach, in order to strengthen GBV programming in the region, in 2017, UNFPA initiated a regional mapping of the existing services and their alignment to the international standards. The mapping, which was done as a desk review, targeted 10 countries: Tunisia, Egypt, Sudan, Somalia, Djibouti, Yemen, Syria, Lebanon, Gulf Cooperation Council, and Iraq. In order for the GBV services mapping to be relevant, it needs to be validated at country level by different stakeholders Also, to be comprehensive, the mapping should include a special assessment of existing functional and coordinated information management systems across the region. Having a comprehensive exercise, covering Somalia, being validated by national counterparts and easy to be visualized through a color-coded matrix showing priorities areas for future programming, will inform future joint programmes and will be key for further advocacy in the development of roadmaps and action plans with counterparts. UNFPA will support the recruitment of 3 consultants to conduct mapping of GBV services in Somaliland, Puntland and South Central to determine the extent to which it is aligned with the outcomes of the regional report outcome and reflects the reality on the ground.

Job Purpose:
You would be responsible for:
1) Update the regional mapping of the existing GBV prevention and response services, with validated data from all zones in Somalia – Somaliland, Puntland and South Central.
2) Map existing functional and coordinated information management systems.
3) Assess the alignment of the existing services and information management systems with the international guidelines (essential package of services).
4) Launch the essential package of services in Somaliland, Puntland and South Central Zones.
5) Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience
Education:
Bachelors’ degree or advanced diploma in Gender Studies, International Relations, Community Development or related discipline.
Knowledge and Experience:
• 5 years of experience in gender-based violence programming and coordination in Somalia.
• Excellent organization skills, attention to detail, precision and accuracy.
• Excellent skills in facilitation and inter-agency coordination.
• Prior experience in facilitating workshops and updating the referral pathways and Standard Operating Procedures (SOPs) is an advantage.
• Field experience is desirable.
Languages:
Fluency in written and verbal English and Somali.
