CONSULTANCY: Gender Based Violence Information Management Services Technical Specialist

Background and Purpose

The primary purpose of this post is to ensure that a mechanism is in place in the WCA region for the provision of hands-on and remote technical support on the GBVIMS/GBVIMS+. This will include support to country roll-out sites and the set-up of a system for rapid troubleshooting, as well as focused, specialised capacity development efforts. The secondary purpose of this post is to contribute to the development of key tools and resources related to GBVIMS and GBVIMS+ and to ensure close coordination with GBVIMS/GBVIMS+ interventions in other regions and globally.

Scope of work

The Specialist will provide focused on- and off-site field support to the GBVIMS/GBVIMS rollout process, with a focus on existing rollouts in Nigeria, Niger, Central African Republic, Mali, and Cameroon, including System Administration for instances of GBVIMS+, to ensure alignment with GBVIMS/GBVIMS guidelines and best practices.

In addition, the Specialist will provide support to countries requesting new rollouts and will facilitate the rollout of GBVIMS/GBVIMS+ in accordance with the GBVIMS rollout guidelines. This support will include assessment, planning, training design and delivery, and ongoing technical advice and capacity building to UNFPA-hosted inter-agency GBVIMS/GBVIMS+ Coordinators, as well as user organisations, on GBVIMS, GBVIMS+, and GBV case management and incident monitoring data analysis, and supporting intersections with other Protection information management systems (e.g. CPIMS+, Monitoring and Reporting Mechanism (MRM), Monitoring, Analysis and Reporting Arrangements (MARA), etc.

In close collaboration and in coordination with the global GBVIMS inter-agency Coordinator/GBV Specialist (IM) at the UNFPA Humanitarian Office, the Specialist will carry out in-depth capacity needs assessment on GBVIMS/GBVIMS+ across the region; plan, design and deliver targeted capacity development on GBV case management data management for UNFPA personnel and for inter-agency groups in the region; and implement monitoring and evaluation frameworks for GBVIMS/GBVIMS+ in the region.

The Specialist will also contribute to the development, revision and finalization of training materials, user manuals, rollout guidelines, reference tools (e.g. FAQs, webinars, how-to videos, e-learning modules, etc.) and other products, as their arise, in collaboration with the global GBVIMS interagency initiative.

Delivery dates and modalities

  • All deliverables will be provided electronically.
  • Inception report with a plan of the technical support to be provided to each country and monthly milestones.
  • Monthly report on technical assistance provided to countries, to be delivered electronically
  • Final report including all the support provided, challenges identified, best practices and recommendations for the continuation of the work.

Monitoring and progress control, including reporting requirements, periodicity format and deadline

  • Monthly reports  
  • Monthly calls with GBV specialist to monitor the progress of the consultancy
  • Ad hoc meetings when necessary to address challenges and bottlenecks.

Supervisory arrangements

The Specialist will report to the UNFPA WCA GBV Technical Specialist, and work in close collaboration with the UNFPA WCA GBViE Technical Specialist. The UNFPA GBV Specialist (IM) in the Humanitarian Office, will provide overall technical guidance to the Specialist who will be part of the GBVIMS global Technical Team, coordinating closely with other members of that team (UNFPA, UNICEF, UNHCR, IMC and IRC).

Required expertise, qualifications and competencies, including language requirements

  • Master in public health, social work, political science, gender studies, human rights and international law or other related degree.
  • At least 5 years of mid-level programme management experience, preferably including at least 3 years implementing a GBV program in a humanitarian or development context
  • Deep understanding of the GBV guiding principles and what it means to provide a survivor-centered response
  • Understanding of the steps of case management and the intersections with information management. Experience supporting staff in GBV case management
  • Experience providing case management training a plus.
  • Experience working with GBVIMS desirable.
  • Experience developing and facilitating workshops;
  • Experience in database development, usage and management;
  • Demonstrated capacity to analyze data/statistics for humanitarian operations
  • Excellent Computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart and data analysis;
  • Familiarity with browser-based applications, interfaces, workflows, role-based access
  • Demonstrated organizational skills: the ability to work independently and productively, with multiple stakeholders in a fast-paced environment;
  • Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise;
  • Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related to the sharing on sensitive data between humanitarian agencies;
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment
  • Fluency in English and French essential
