Purpose of consultancy:
To deliver UNFPA’s 2030 People Strategy, the Division for Human Resources must create several new programmes, systems and processes, and manage the associated change processes. The Career Development and Talent Mobily Branch, under the Division for Human Resources, focuses on holistic people planning and development, designing and implementing initiatives related to People Strategy, Performance Management and Career Development, Succession Management, and Learning and Development. This HR Consultant will contribute to the development and embedding of programmes and resources which will enable UNFPA staff to develop their careers and fulfil their potential.
The consultant will report to, be guided, and coordinated by the HR Specialist, Career Development Team and the Chief, Career Development and Talent Mobility Branch Chief.
Over the course of the consultancy, the selected candidate would be responsible for:
Annual Rotation Exercise: the annual exercise of reviewing talent in rotational positions who are due to rotate the following year, facilitating the decision-making process and relocating staff members, requires extensive data collection and analysis, communications and reporting, which this consultant will support.
Career Development support for employees: Support design and implementation of a career development campaign to include: open enrollment webinars, mentoring and coaching opportunities, new tools and resources for employees (e.g. UNFPA Career Guide). Obtain and analyse regular feedback from program participants for evaluation purposes.
Design and oversee the launch of a new mentoring programme at UNFPA: a priority for our DEI action plan, DHR intends to launch a new mentoring program in 2024 which will connect people across the organization and enable them to learn from each other.
Support the launch of a new coaching offering: To provide coaching services efficiently and purposefully, this consultant will review requests for coaching, oversee coach matching, coach preparation, and evaluation of coaching results.
Talent Review: support launch of new enterprise talent review process, to include: design and delivery of training, gathering and presenting talent data, organizing talent review calibration sessions, data analysis and integration.
Intern Recruitment and Management: support the Division for Human Resources by managing the intern recruitment process, selecting applicants for internships across the division and onboarding them.
Provide additional support to other talent management and talent development related tasks e.g. learning, leadership development, performance management, organizational design and development, Diversity, Equity and Inclusion - as requested by the HR Specialist, Career Development and Talent Mobility, or by the Chief, Career Development and Talent Mobility
Expected Travel: The consultant will be expected to attend the 2024 DHR retreat in person, and/or support the Branch in person in New York for a limited period of time (estimated 2 weeks).
Required Expertise and Qualifications
Education
A bachelor’s degree with a minimum of 4 years of work experience or master’s degree with a minimum of 2 years of work experience.
Experience
Professional experience in HR or People Strategy design and implementation;
Experience in project and programme management at international level;
Exposure to the design and implementation of talent management programmes, initiatives or products e.g. talent reviews, succession planning, career development, leadership development and roster management; learning
Previous experience in HR systems or ERP is desired;
Strong skills in PowerPoint, Excel, Word;
Well developed data and analytics experience;
Experience with the UN or in a multinational context is desired.

· Strong communication skills
Languages:
Fluency in English; knowledge of other official UN languages, preferably French and/or Spanish is desirable.
The consultant will receive guidance from the HR Specialist, Career Development and Talent Mobility and is expected to work jointly with the team members
