The Position:
The LMA process aims to monitor and strengthen the supply-chains used to safeguard and distribute these essential reproductive health supplies, through a multifaceted approach that allows UNFPA to:
- Increase its visibility of the adequate safeguarding, management, and use for intended purposes of family planning, maternal health, and other programme supplies UNFPA provides.
- Holistically quantify actual fiduciary and delivery risk, to allow for improved programming and better discharge fiduciary duty to the donors that provide the financial resources used to procure the supplies.
- Help UNFPA partners better manage the programme supplies entrusted to them, by identifying supply chain capacity gaps, preventing fraud, and minimizing waste and losses.
- Enforce accountability for the safeguarding, management, and use of the supplies by UNFPA partners.
Scope of Work:
- Quality assure the different LMA deliverables, including Programme Supplies Reports, Supply Chain Maps, and Supply Chain Management Risk Assessments.
- Prepare IP supply-chain management performance scorecards.
- Prepare summaries of issues requiring follow-up, share them with Country Offices and track actions taken.
- Manage consultants deployed to support on-site verifications (Spot-checks).
- Manage the contractual arrangements, budget, training, daily check-ins, and review of final deliverables for Spot-checks.
- Develop remedial action plans for identified problems.
- Answer country office queries related to LMA deliverables.
- Development of LMA reports in Canva highlighting key findings in the process.
- Provide feedback on LMA deliverables and enhance their operability.
- Other tasks as assigned by the LMA Team Lead.
Requirements:
Education
Bachelor's degree required. Advanced degree a plus.
Experience
- 2 years of relevant progressively responsible experience in supply chain management, procurement, finance, public health, business, engineering, international development, pharmacy, or reproductive health.
- Fluency in English required. Proficiency in French, Spanish, or Arabic highly desirable.
- Innovative and entrepreneurial attitude – when confronted with problems, finds rapid and developed solutions to address them.
- Can balance the requirements of the LMA Process – ensuring that there is global compliance with UNFPA’s corporate requirements while simultaneously understanding the variety of challenges our country offices face.
- Takes initiative to complete tasks and resolve issues identified without micromanagement.
- Has strong attention to detail.
- Experience and success in managing relationships with a variety of partners, such as audit firms, Ministries of Health, NGOs, senior management etc. an advantage.
