Purpose of consultancy: 
    Under the direct supervision of the GBV Advisor, Gender, Rights and Inclusion Branch, the consultant will refine and finalise the M&E framework and conduct a baseline assessment of the Making All Spaces Safe Global Programme to Address Technology-facilitated Gender-based Violence (MASS).

Funded by Global Affairs Canada, the MASS global programme is being implemented between March 2024 and March 2027. The aim of the programme is to increase the benefit of technology, free from gender-based violence and discrimination, for women and girls in all their diversity. To achieve this goal, the programme works across three main pillars: response, prevention and law and policy, as well as through cross-cutting research and convening efforts. The programme comprises global interventions as well as pilot programmes in two countries, Benin and Kenya. 

MASS is one of the first global programmes to address the emerging issue of technology-facilitated gender-based violence (TF GBV). As such, the programme has a strong focus on evaluation and evidence-building, to understand what approaches are most suitable to prevent, mitigate and respond to TF GBV.

This consultancy will ensure that MASS is set up to successfully monitor its progress, evaluate its achievements over the course of its three years of implementation, as well as set up an overall M&E plan that provides an opportunity for the programme to build a strong evidence base for TF GBV programming globally. In particular, this consultancy will include the development of an overall M&E plan, the refinement and finalisation of the MASS M&E Framework as well as coordination of the baseline study across programme countries.  

    The overall work will be under the direct management of the GBV Advisor and in close coordination with the Making All Spaces programme team, Gender, Rights and Inclusion Branch staff and the regional and country offices. 

The consultant is to lead in the development of the MASS M&E Framework and coordinate a baseline study across country projects.  

Background and Overall: 
●    Familiarity with the UNFPA and global GBV guidance on ethical data collection and management.
●    Review Making All Spaces Safe Global Programme documents, including detailed activities in order to clearly map all M&E commitments and necessary components to support processes of continuous learning
●    Develop a clear overall programme M&E plan including small-scale project evaluations, the M&E framework, baseline and endline studies against a strict programme timeline
●    Regularly consult with Headquarters (HQ), Country Offices (COs), and Regional Offices (ROs), including GBV and Gender Specialists, and M&E Specialists

MASS M&E Framework:  
●    Conduct consultations with national, regional and global CSOs and key informants, as necessary.
●    Map all relevant data sources at national, regional, and global levels. Explore existing datasets and regular reports as well as identify potential opportunities for collecting primary data or adapting existing data sources to work for the programme. 
●    Review and adapt existing framework ensuring specific, measurable, achievable, relevant and time-bound (SMART) indicators. 
●    Coordinate validation of framework by country- and regional-level partners, facilitated by COs, RO, and HQ, as necessary

Baseline Study Coordination: 
●    Develop baseline assessment package in consultation with country and regional colleagues, including outlining data collection tools and guidance for country-level baseline assessments based on MASS M&E Framework 
●    Closely coordinate and support country-level consultants to ensure consistency and quality of data collection and analysis 
●    Ensure country-level baseline assessments have been validated by relevant stakeholders
●    Compile results of country-level baseline assessments into a baseline report 
Within the broad scope of work as outlined above, the consultant is expected to deliver relevant activities on a timely basis, reliably and accurately throughout the consultancy period. Specific deadlines, reports/deliverables will be on need basis and communicated accordingly.   

        Deliverables:
The first week of the consultancy will be to ground the work in a solid understanding of the programme, get introduced to colleagues, and develop an overall programme M&E plan. The following month will include developing the M&E Framework in consultation with HQ, ROs, and CO colleagues. The remaining three months will be to coordinate the baseline study and support colleagues implementing at country-level.

The consultant will report to the GBV Advisor and work in close collaboration with the Making All Spaces Global Programme team, Gender, Rights and Inclusion Branch. 

Expected Travel: None 

Required Expertise and Qualifications:

Education: 
Master’s degree in public health, social sciences, gender, women’s studies, social work, sociology, psychology, anthropology, or other relevant field with specific training or advanced knowledge and experience in monitoring and evaluation.

Experiences: 
●    Minimum of 10 years of experience in monitoring and evaluation, data management and statistics, research, learning, knowledge management or any other related area in the context of GBV programmes;
●    Specialised knowledge of technology-facilitated gender-based violence, gender-based violence, and technology;
●    Strong understanding of global GBV ethical guidance around data collection and management 
●    Strong writing and analytical skills working across diverse datasets 
●    Experience and confidence with mixed method research 
●    Experience working in development settings or humanitarian context
●    Ability to apply human-rights based approach to programming and frameworks and conduct equity focused research and analysis;
●    Preferable experience in GBV case management
●    Initiative, sound judgement and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds.
●    Fluency in English. Knowledge of French is an asset.

Fluency in English is required. Knowledge of French is an asset.
