Purpose of Consultancy:
To assist the North American Representational Office during a staff member’s maternity leave in maintaining and strengthening its relationship with the U.S. Government, which was UNFPA’s top donor in 2022. To assist with outreach to U.S. policymakers, the Biden/Harris Administration (State, USAID, White House) the Washington-based NGO community and the media. To support visiting delegations of UNFPA colleagues and leadership visiting Washington and visits of U.S. Administration officials and U.S. Congressional Members and Staff to UNFPA programs in the field and to New York.
Scope of Work:
● Regular contact with key Capitol Hill Staff, especially from the Senate and House Appropriations Committees, the Senate Foreign Relations Committee and the House Foreign Affairs Committee;
● Provision of relevant updates on UNFPA’s work to Committees of jurisdiction, and answering any questions that come to UNFPA about its work;
● Provision of real-time information on U.S. Administration and Congressional actions relevant to UNFPA, including but not limited to Congressional committee hearings and markups, legislative action around foreign policy and federal budget and appropriations, executive orders, key appointments and staff hires;
● Participation in legislative coalition meetings focused on budget and appropriations advocacy strategy and engagement of House and Senate Appropriations;
● Coordination of visibility and communications work related to U.S.-supported programs with counterparts in the State Department and across USAID;
● Provision of written material including but not limited to op-eds, questions for the record and policy analysis;
● Management of the @UNFPA_DC Twitter handle – flagging appropriate/relevant stories and actions in the U.S. to tweet, participating in HQ-lead social media engagement;
● Provision of support for delegations of UNFPA staff and leadership visiting Washington;
● Provision of support for Congressional Staff Delegations and Member visits to UNFPA field programming or UN Headquarters to New York;
● Provision of support for 2023 Washington SWOP Launch;
● Carrying out any duties assigned by the Chief of Washington Office.
How work will be delivered (e.g. electronic, hard copy etc.):
Written materials, including recommended target lists for new Member outreach and SWOP events, messaging, draft op-eds, draft QFRs, and analysis will be shared over electronic mail and in person, necessitating a presence in Washington D.C.
Counsel and intel sharing on a regular basis in person, over the phone and via electronic mail.
Required expertise and qualifications:
● Experience working on Capitol Hill.
● Expert understanding of Capitol Hill process, i.e. Budget and Appropriations cycles, rules for Amendments, hearing preparation and follow up including Questions for the Record (QFRs).
● At least 5 to 10 years of experience working on reproductive health policy – to capture both Republican and Democratic U.S. Administrations.
● Deep knowledge of history of U.S. Government – UNFPA relationship.
● Deep knowledge of landscape in which UNFPA Washington works – including NGO community and donor dynamics.
● Experience working internationally in the policy advocacy space preferred.
● Native fluency in English. University degree in Public Policy, Government, Law or similar field.
