Purpose of Consultancy: 

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. UNFPA expands choices and possibilities for women and young people to lead healthy and productive lives. UNFPA’s new Strategic Plan (2022-2025) focuses on three main transformative results across the globe: (1) to end preventable maternal deaths; (2) to end unmet need for family planning; and (3) to end gender-based violence and harmful practices.

In 2022 UNFPA is launching the new UNFPA 2030 People Strategy. As part of developing this strategy, UNFPA DHR has done an assessment on its performance management and recognition practices. As a follow up to this assessment, UNFPA is seeking a consultant to provide technical, analytical and coordination support to implement the outcomes. The HR Consultant – Performance Management and Engagement will provide technical support to the HR Specialist in the revision of guidance, processes, templates, information sessions, trainings related to performance management; and in the development and implementation of UNFPA DHR led recognition initiatives. As part of UNFPA’s engagement activities the HR Consultant – Performance Management and Engagement will provide technical and analytical support in the follow up of Global Staff Surveys results and any DHR related surveys as well as provide analytical support in the review of UNFPA’s values and competencies framework.

Scope of Work:

Provide technical and analytical support to the implementation of the UNFPA Performance Management Framework:

  • Review and draft proposed updates to guidance documents related to performance management
  • Provide best practice analysis and technical support to the development of policy guidance related to performance management
  • Draft input to information session and training materials related to performance management
  • Provide technical and coordination support in the roll out of the new Performance Management system, including the development of user manuals
  • Develop simple reports on the performance plans and performance assessments

Provide technical and coordination support to the implementation of Human Resources led recognition and rewards initiatives:

  • Perform a desk review of existing best practices related to recognition within the UN common system, private sector and civil society
  • Draft suggestions for recognition initiatives to be explored by the organization including draft implementation proposals
  • Develop communication materials related to recognition
  • Provide coordination and technical support to the Long Services Awards and the People Strategy Awards

Provide technical, coordination and analytical support in the UNFPA’s review of its values and competencies framework:

  • Set up meetings with stakeholders
  • Provide technical inputs to the development of materials for consultation sessions
  • Analyse UNFPA’s current job descriptions and provide analytical inputs for revisions
  • Draft communication materials for our stakeholders
  • Provide coordination support in the implementation of the framework

Provide technical and coordination support in the implementation and follow up to DHR led surveys, including the global staff survey and pulse surveys:

  • Provide technical support to offices that are developing Action Plans based on survey results
  • Develop simple reports on actions taken as part of the global staff surveys
  • Draft inputs and ideas for upcoming surveys

Duration, working schedule, and location:

1 February to 31 December 2023 - Full Time, With Division of Human Resources, UNFPA HQ New York

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

  • Updated performance management system user guides – End of March 2023
  • Inputs to updated performance management guidance and training - End of November 2023
  • Draft proposal for recognition initiatives – End of April 2023
  • Roll out of People Strategy Award – May 2023
  • Communication drafted on recognition initiatives – End of November 2023
  • Inputs to values and competencies consultation Sessions – End of Mar 2023
  • Analysis of existing job descriptions – End of June 2023
  • GSS Global Action Plan monitoring report developed – End of April 2023

Expected travel: 

May require travel to do consultation sessions in different regional offices

Required expertise, qualifications and competencies, including language requirements:

Master’s degree or equivalent in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration or other relevant social sciences

Minimum of 2 years experience in human resources management with preferably experience in project / change management, performance management and/or employee engagement and/or learning and development

  • Good knowledge and expertise of Human Resource Management with a focus on Performance Management and/or Employee Engagement and/or learning and development
  • Ability to translate knowledge, ideas and strategies into concrete action and results
  • Basic knowledge of modern concepts and approaches in the field of Performance Management
  • Basic knowledge of project and change management
  • Good analytical skills
  • Team-player
  • Strong interpersonal, communication and presentation skills
  • Strong initiative, and problem-solving skills
  • Ability to write and present ideas, and concepts 
  • Experience with the UN system an asset
