Duration: 45 days (end-September to end-November)
Location: UNFPA HQ, New York (remote work)
Position:
Under the overall guidance of the Chief, Population and Development Branch and in cooperation with a Reference team of Population and Development specialists from UNFPA regional and country offices, the consultant will revise, re-write and finalize a new edition of the UNFPA Population Situation Analysis (PSA): A Methodological Guide.
The PSA is a signature publication for UNFPA and provides guidance for an integrated appraisal of population dynamics, reproductive health and gender shortfalls, and prospects for demographic dividend(s), in the context of overall development trajectories in a given country. The initial UNFPA PSA guide was published at the outset of the Millenium Development Goals (MDGs). UNFPA has subsequently undertaken internal revisions in the PSA approach and guidelines to better capture recent demographic mega-trends (ageing, urbanization, etc), incorporate new data innovations, update resource links and better address the analytic demands for Common Country Analysis (CCA), the Sustainable Development Goals, and the UN Decade of Action.
Scope of Work:
Working from the revised PSA outline and partial revisions already produced by UNFPA, the required work will be to:
- Take stock of outstanding revisions needed and develop a clear workplan;
- Work with the Reference Group to generate or solicit outstanding drafts, select and develop case studies, and update reference links;
- Work with the PDB media and communication specialists to select and proof figures and tables, and propose the overall production design;
- Edit the final product to assure a consistent narrative, voice, and analytic approach.
The consultant will guide the production schedule, and be supported through weekly production meetings with the Reference Group and the PDB Chief to assure timely delivery of excerpts, case studies and other inputs from colleagues; the potential to hire external specialists for key sections will be considered where unique additional expertise may be required.
The following deliverables are expected:
- Initial review with Chief, PDB and Reference team: Identification and solicitation of agreed internal/external contributors
- Delivery of proposed work plan
- Feedback review with Reference Team: Agreement on overall approach/outline; Agreed assignments for additional contributors
- Delivery first full draft
- Feedback review with PDB Chief and Reference Group
- Final version
