Purpose of consultancy:
International Social and Behavioral Change (SBC) Specialist to design social and behavior change strategies in sexual and reproductive health, gender-based violence, youth and population and development.
Scope of work:
Under the overall guidance of the UNFPA Assistant Representative and in close collaboration with the Outcome Managers, the consultant will:

Define an overall strategy for SBC in the current country programme of UNFPA in Timor-Leste
-
Analysis of the SBC landscape: SBC strategies, approaches, platforms that work well; and identify key priority areas for SBC investment areas for sexual and reproductive health, gender-based violence, youth, and population and development.

Define annual targets and measures of the impact brought about by SBC in regular programs in these four thematic areas.

Develop strategies, materials, platforms and other social and communication change products that would be needed to enhance country office results in these particular topics:
-
Family planning
-
Comprehensive sexuality education
-
Safe delivery
-
Prevention of HIV and other sexually transmitted diseases
-
Various issues on youth
-
Prevention and response to GBV
-
Data utilization (census and thematic reports)
-
Develop the capacity of partners and service providers in the use of SBC material and platforms in the different topics above.

Provide advice to the Representative and Assistant Representative on the development of specific advocacy strategies (upstream SBC).

Development of a 5-point advocacy agenda on key issues to be identified by UNFPA Timor-Leste team
Deliverables by the consultant:

A strategy paper detailing the overall strategy by SBC in the current UNFPA country program in Timor-Leste.

At least seven sets (based on the topics identified – family planning, CSE, safe delivery, prevention of HIV and STDs, youth, GBV, data) of SBC and IEC materials, platforms and other related products

At least two trainings to partners and service providers on the use of the SBC materials
A document detailing upstream SBC strategy and tactics on the 5-point advocacy agenda on key issues of UNFPA’s mandate in Timor-Leste.

11 months (10 January 2023 – 10 December 2023)

Dili and in field locations as prioritized by Programs
Delivery dates:
1. A strategy paper detailing the overall strategy by SBC in the current UNFPA country program in Timor-Leste by March 2023
2. At least seven sets (based on the topics identified – family planning, CSE, safe delivery, prevention of HIV and STDs, youth, GBV, data) of SBC and ICE materials, platforms and other related products – February to August 2023, one set per month.
3. At least two trainings to partners and service providers on the use of the SBC materials – April and November 2023
4. A document detailing upstream SBC strategy and tactics on the 5-point advocacy agenda on key issues of UNFPA’s mandate in Timor-Leste – February 2023
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
Monthly update to the Representative, Assistant Representative, Outcome Managers and Communications team regarding the progress of the products expected.
Supervisory arrangements:
Assistant Country Representative, in close collaboration with Communications team.
Expected travel:
As requested by Outcome Managers and Senior Management
Required expertise, qualifications and competencies:

Master’s Degree in Social Sciences, Behavioral Sciences, Anthropology, Gender, Communication or any related field

At least five (5) years’ experience working in social and behavioral change communication, advocacy or external relations and communication

Proven experience in implementing SBC initiatives at district and municipal levels
-
Experience in capacity building of partners in SBC initiatives
-
Fluency in oral and written English
