The position of Resource Mobilization Consultant is located in the Resource Mobilization Branch of the Division of Communications and Strategic Partnerships (DCS). Under the overall guidance of the RMB Chief, the position reports to the Humanitarian Financing and Partnerships Specialist. 

Scope of Work: 

The Resource Mobilization Consultant will support the Humanitarian Financing Partnerships Specialist and Resource Mobilization Analyst in strengthening UNFPA’s relationship with the Government of the United States. UNFPA’s relationship with the United States is dynamic and growing, requiring a dedicated team to support award management, project development, and organizational capacity development. The effective assessment, review, and submission of proposals, funding applications, communications, reports, and other award management aspects related to projects supported by the government of the United States is critical to ensuring a continued robust partnership. To support UNFPA’s relationship with the United States at a time of rapid growth, UNFPA further requires the consultant to support capacity-building efforts of budget holders, including Country and Regional Offices.

Major duties and responsibilities: 

  • Review and revise project proposals; support the review, revision, and submission of funding applications to U.S. government agency partners;
  • Revise narrative proposals, budgets, and other application annexes according to government donor agency feedback; 
  • Contribute to capacity building of budget holders through meetings, trainings, and direct support to Country and Regional Offices in relation to U.S. applications, requirements, proposals, and reports;
  • Assess the quality of quarterly and final progress reports, provide feedback and ensure compliance with reporting requirements and schedules, including review and submission of responses to follow-up questions; 
  • Aide in the submission of quarterly financial reports via the appropriate U.S. government platforms;
  • Support budget holders in the fulfillment of all contractual obligations in the context of  projects and programmes funded by the government of the United States of America, including those in humanitarian and fragile contexts; 
  • Take the lead in developing and implementing a strategy for capacity-building of UNFPA staff on contractual obligations in the context of U.S. funding; 
  • Perform preparatory research into U.S. funding modalities and opportunities, as well as award management requirements;
  • Assist in establishing and/or strengthening partnerships with the U.S. government agencies;
  • Provide support to the Humanitarian Financing and Partnerships Specialist in the preparation of humanitarian funding trends analysis and reports, as well as provide support to budget holders in the management of humanitarian awards;
  • Perform any other tasks as needed and directed by the supervisor.

Requirements:

Education: 

  • Advanced university degree in Social Sciences, Economics, Business  Administration or similar discipline preferred. 

Knowledge and Experience: 

  • At least 2 years of relevant work experience at national or international level, or three years relevant work experience for candidates without an advanced degree;
  • Knowledge of international development cooperation policies and institutions;
  • Knowledge of U.S. policies, procedures and online platforms preferred; 
  • Experience with programme/ project management; 
  • Strong organizational ability with attention to detail and high quality standard;
  • Good knowledge of Microsoft Office software package and Google Suite; 
  • Strong data analysis competencies; 
  • Ability to work independently as well as in teams.

Languages: 

  • Fluency in written and spoken English is required, knowledge of other UN languages is considered an asset. 

Duration of contract: Full-time consultancy (7 months)
