Location: The consultancy is home-based and the consultant must have access to a professional workstation and reliable, high-speed internet

Purpose of consultancy

The consultancy is located within the Resource Mobilization Branch (RMB) / Division of Communications and Strategic Partnerships (DCS). RMB is responsible for the organization’s resource mobilization efforts, thereby increasing UNFPA’s capacity to implement its mandate. It is responsible for maintaining, nurturing and developing traditional and emerging donor relations to secure sufficient funding for the implementation of UNFPA’s Strategic Plan. It follows and analyzes national and international trends and discussions on various means to mobilize resources and the development of new funding sources and mechanisms. The Branch works closely with Regional Offices and Country Offices to guide local and regional resource mobilization efforts. It obtains and shares intelligence about donor interests and priorities in order to broaden the donor base and stimulate creative fund-raising activities.

The purpose of this consultancy is to support the recording, tracking and monitoring of contribution revenue for selected contribution agreements, develop and document the revised business processes following the roll-out of the new ERP, and to support the performance Administrative Agent functions for the United Nations joint programmes.

Scope of work:

During the term of this consultancy, incumbent will be expected to perform the following activities:

  • Review and enter revenue, billing plans and other relevant information for new contribution agreements for select portfolio of donors in the relevant modules of UNFPA ERP, Oracle Fusion, due for roll-out in January 2022
  • Draft Standard Operating Procedures (SOP) documenting the processes for recording, verifying and reconciling contribution revenue-related information in the new ERP ensuring business process efficiency, information accuracy and complying with the principles of segregation of duties
  • Trouble-shoot errors and issues relating to recording, maintaining and reconciling contribution revenue-related events in the new ERP by researching, identifying and documenting solutions and best practices
  • Maintain financial and qualitative records and databases of all processed contribution agreements and relating correspondence and documents (e.g. contract amendments, donor correspondence, payment requests, refunds, etc.)
  • Regularly extract reports from the contracts module and follow up on compliance (particularly on contributions receivable)
  • Update the donor agreement and report tracking system (DARTS)
  • Maintain statistical data and prepare reports on different fund modalities for inclusion in the monthly revenue forecast report and other reports/documents of relevance to the RMB
  • Support the quarterly financial reconciliation exercises with Finance Branch
  • Prepare, quality assure and publish data on UNFPA-led joint programmes on Administrative Agent portal
  • Support the works to expand the scope and improve the Administrative Agent portal by drafting requirements, working with developers team and testing the development works performed
  • Draft SOPs relating to Administrative Agent functions
  • Prepare and process agreements, payment requests, contract amendments and other documents relating to UNFPA-led joint programmes
  • Perform other duties as assigned by the Supervisor.

Requirements: 

Education

Advanced University degree.

Experience

  • 2 years work experience (cumulative) performing such functions as information processing, data analysis, quantitative research, reporting, business process development / optimization, and/or producing written documents.
  • Strong analytical skills.
  • Ability to multi-task, prioritize and work under pressure.
  • Strong writing skills.
  • Strong interpersonal and organizational skills.
  • Computer literacy – Word, Excel, Power-point. etc.
  • Fluency in English; proficiency in another official UN language is an advantage
