Purpose of consultancy:
The UNFPA Ethics Office is an independent office that promotes and upholds ethical standards throughout the organization. Its responsibilities include providing confidential advice and guidance to staff on ethical issues; investigating allegations of retaliation; managing the organization’s financial disclosure programme, developing and implementing training programs on ethics and integrity, and communicating on current developments as they relate to ethical questions.
The consultant’s function include:
1) Support the office’s outreach and communications functions.
This will include:
● Developing and implementing communications strategies to raise awareness on ethical issues for UNFPA personnel;
● Drafting and reviewing messages on behalf of the Ethics Office, including related content, e.g. videos;
● Leading the organization and execution of training and outreach events;
● Developing and maintaining online content; and
● Tracking and analyzing the effectiveness of communications campaigns
2) Support the financial disclosure process.
This will include:
● Leading the first-level review of financial disclosure statements submitted by UNFPA personnel and escalate to the supervising Ethics Officer, where required;
● Ensuring completeness and clarity of submissions and following up as needed;
● Proposing mitigation measures to manage conflicts of interest;
● Reviewing related outside activity requests; and
● Developing and issuing communications to ensure compliance and respond to queries.
● Supporting the development of a new FDP platform.
3) Support office management.
This will include:
● Developing systems and processes to ensure effective information management; and
● Reviewing existing office management procedures and tools and proposing improvements.
Deliverables:
Over the course of the consultancy, the selected candidate will specifically be responsible for:
Outreach and communication:
● Developing micro-ethics modules;
● Supporting the inter-agency campaign on ethics;
● Developing videos on ethics-related issues;
● Developing training materials;
● Conducting training sessions;
Financial disclosure:
● Reviewing financial disclosure statements for potential conflicts of interest;
● Analyzing reported information and resolve if possible;
● Liaising with Ethics Officer to resolve complex situations;
● Communicating with staff;
● Preparing reports and recommendations;
● Manage conflicts of interest;
● Maintain confidentiality of all reviewed information; and
Office Management
● Improving processes and systems for managing office’s record keeping;
● Creating new and streamlined intake mechanisms;
● Supporting the development of a new FDP platform.
Any other duties, as required.
Required Expertise and Qualifications:
Education:
An Advanced University Degree in accounting, finance, business administration, law, human resources, public administration, communications, education, learning content design, or other related fields is required.
Knowledge and Experience:
● Some experience in project and programme management;
● Some experience in drafting, editing, and publishing official organization-wide communications pieces;
● Some experience with Google software for analytics, and data management;
● Strong analytical skills;
● Attention to detail;
● Excellent research and investigative skills;
● Effective communication and interpersonal skills;
● Ability to work independently and manage multiple tasks;
● Proactive and creative working style;
● Experience with the UN or in a multinational context;
● Proficiency in Google and/or Mircosoft software and technology tools.
Languages:
Fluency in English, especially excellence in professional writing in English, is required. The knowledge of other official UN language(s) is desirable.
