Location: The consultant is expected to be New York based and can work remotely upon approval by the supervisor.

Purpose of consultancy

As part of the implementation of the UNFPA Strategic Plan 2022-2025, the Strategic Investment Facility (SIF) has been established and managed by PSD. SIF is a concerted move to support programme countries shift from a development “funding” model to a “financing” model. The objective of SIF is to support leveraging and catalysing domestic resource mobilization by unlocking additional domestic and international public and private financing, for accelerating the implementation of the ICPD Programme of Action and achieving the three transformative results by 2030.

The purpose of the consultancy is to support the operationalization of SIF and being in charge of the SIF Secretariat, including planning and coordination of SIF management, monitoring SIF budget allocations and utilizations, and capacity development activities in relation to the financing for development areas.

Scope of work:

Under the direct supervision of the PSIPB Chief and closely working with the PSD Director, the consultant will carry out the following:

A.     Manage day to day running of the SIF Secretariat which includes:

-        Supporting to country offices financed under call 1 (2022)

-        Preparing for reporting both financial and programmatic

-        Developing the call 2, for financing in 2023

-        Developing the capacity building in close collaboration with the regional office focal points to support offices (both from call 1 and all others)

-        Building a network of impact investment experts to provide ad-hoc/on-demand support in preparation for call 2

-        Managing the intranet community and lessons documentation and sharing with the community

B.     Provide input to the Director when requested on the progress/achievements of the call 1 countries and the trends emerging

C.     Participate in the Inter-Division Working Group (IDWG) on Financing for Development led by the Deputy Executive Director-Programme (DED-P) 

Deliverables will be in line with the workplan agreed in accordance with the scope of work
above as soon as the contract starts

Requirements: 

Education

Advanced university degree (Master’s degree or equivalent), preferably in public administration, economic development, political science, international affairs, public health, or other social sciences.

Experience

● Minimum of seven years of professional experience in development, political and/or economic analysis, or any related fields
● Some background experience in financing for development is an advantage
● Excellent knowledge of excel and data management
● Strong interpersonal and communication
● Experience in development of knowledge and communications materials
● Excellent communication skills in speaking and writing in English; and
● An understanding of and ability to abide by the values of the United Nations and the UNFPA mandate
