Purpose of consultancy: Contextualize MISP into Timor-Leste context
BACKGROUND
The Minimum Initial Service Package (MISP) is a series of crucial actions required to respond to reproductive health needs at the onset of every humanitarian crisis. The MISP is not just kits of equipment and supplies; it is a set of activities that must be implemented in a coordinated manner by appropriately trained staff.
This set of life-saving activities forms the starting point for ensuring quality reproductive health in even the worst scenarios. These actions should be sustained and expanded with comprehensive reproductive health services throughout protracted crises and recovery. The MISP is a coordinated set of priority interventions designed to prevent and manage the consequences of sexual violence; reduce HIV transmission; prevent excess maternal and Newborn morbidity and mortality; and plan for comprehensive RH services.
The MISP component was already part of the SRH and HIV program in the UNFPA country office since 2021 to address the needs and concerns of most vulnerable people to be better prepared and respond to any unforeseen disaster or emergency.
Under the SRH program UNFPA developed multispectral activities to be adopted and implemented by humanitarian workers working in health, community services, protections and other sectors.
In view of the background, the UNFPA country office intends to contextualize the existing modules with close coordination with Ministry of Health for emergency response team (Health Cluster and SNAEM) and other humanitarian responders in emergency settings to be better prepare for any future emergency or crisis, in addition, the MISP modules would be most relevant for those who are working in emergency setting and also can be used when scaling up services to ensure equitable coverage in any protracted emergency crisis and recovery.
Scope of work:
Consultant(s) will be hired to perform the following tasks
1. Desk review of documents, working from home 1 week
2. Perform the following tasks;
• Stakeholders meeting with UNFPA Partners and relevant entities
• Developing 3 types of MISP training materials
i. One-day Introductory Training on MISP for policy makers: The objective of the introductory training for policy makers is to orient and create awareness of MISP among decision / policy makers and senior directors and managers of the Government and NGOs (reproductive health / disaster management centric).
ii. Three days training on MISP: (guide for facilitators, guide for participants, study case). To enhance the knowledge and skill of health service providers on minimum SRH services to be provided at the onset of a crisis in order to provide timely and proper lifesaving reproductive health services during emergencies - both during conflict and natural disasters. With particular attention given to the multi sectoral approach towards RH and GBV during emergencies and development of costed national Action Plans for MISP
iii. One-day orientation on MISP for Budget Owners: To enhance knowledge and skills of health practitioners, UNFPA and government officials on implementation of MISP during emergencies through three days MISP training for MCH program officers, District Public Health Officers and RH managers from IPs.

3. National consultative and validation workshop (Design structure/facilitate for consultative and validation workshop)
4. Pretest of the MISP modules
5. ToT and standardize training
6. Submit final report
Duration and working schedule:
The duration of this assignment is 60 days start from the signing of the contract

Place where services are to be delivered: All tasks to be performed in Dili, Timor-Leste with probability of travel to municipality for stakeholder meetings.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): Submitted all Electronic and hardcopy of deliverables to UNFPA
Monitoring and progress control, including reporting requirements, periodicity format, and deadline: Weekly check-in meeting with UNFPA RH team and consultancy report based on the tasks above mentioned will be submitted every month and consultancy evaluation will be conducted
Supervisory arrangements: The consultant will work under the overall guidance of the UNFPA Representative with direct supervision from the UNFPA Assistant Representative and in close liaison with the RH Analyst of UNFPA. S/he is expected to regularly brief the UNFPA and will work according to an agreed time bound plan.
Expected travel: Travel to municipalities are required
Required expertise, qualifications and competencies, including language requirements: • Advanced university degree in Medical doctors, Public Health or Disaster Management degree, Post Graduate, graduate in Public Health or Disaster Management, Social Development
• At least 5-years’ experience of the following areas is essential (Maternal & Neonatal Health, Family Planning, Adolescent Sexual and Reproductive Health, HIV/STIs, Disaster Management) –
• Significant experience in curriculum development
• Working experience with UN Agencies or other international organizations with good facilitation and communication skills, ability to present and convey ideas, stakeholder engagement and liaison skills
• Experience on coordination, especially during disasters, coordination and liaising with national counterparts and civil society organizations is an added advantage
Skills and Competencies:
• Proficiency in writing and speaking English is required
• Proficient with Microsoft Word, Excel and PowerPoint would be an asset
• Time management skills with punctuality would be an asset
Inputs / services to be provided by UNFPA or implementing partner (e.g., support services, office space, equipment), if applicable: • UNFPA will support resource materials, and reference documents as relevant;
• UNFPA will support the Tetum-English-Tetum translation of materials and activities when necessary
