Along with specialized expertise in GBV programme data and information management, UNFPA has long embraced the development and use of innovative technology solutions to facilitate the implementation of GBV programmes, and now, more than ever, the COVID-19 pandemic has brought this need to the fore given the valuable role that technology has played in ensuring the continuity of life-saving and essential services and interventions where movement and in-person activities have been badly affected by pandemic restrictions.
UNFPA commits to apply frontier technologies and people-centered innovative solutions to provide affordable and sustainable access to and availability of essential reproductive health commodities, services and information, with a focus on marginalized populations and hard-to-reach areas and humanitarian settings; to scale up prevention and response to gender-based violence and harmful practices; and to support the availability of disaggregated high-quality data and gender-relevant data sets to inform the creation of evidence-based solutions and better respond to women and girls’ needs especially those furthest behind throughout the world.
In recent years, a proliferation of technology solutions for GBV programming has occurred across UNFPA’s regions, and UNFPA is now seeking a consultant to develop a draft “Guideline on Technology Solutions for GBV Programming”, to ensure maximum alignment of GBV programme technology solution development with international minimum standards for both technology design and development, and minimum standards for GBV prevention and response programme standards.
Scope of work:
The primary outcome of the work will be a draft guideline to support UNFPA GBV practitioners, as well as the broader GBV community understand and apply key principles in the design and implementation of technology in GBV response and prevention activities, including data collection. This will require understanding the full range of advantages as well as risks associated with the use of technology in programming and policy to ensure that the highest quality of support may be provided. A review of existing guidance tools and practices will be required in order to ensure complementarity with existing tools and guidance documents.
This work will culminate in the development of a first draft “Guideline for Development and Use of Technology Solutions for GBV Programming.”
Requirements:
Education
Advanced university degree (Master's degree or equivalent) public health, social work, social science or other related degree. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Advanced university degree in or equivalent programming experience.
Experience
- 7 years of GBV program management experience, including at least 3 years implementing a GBV program in a humanitarian or development context
- Experience implementing GBV programmes with government entities strongly desired
- Experience working in the development or technical analysis of technology solutions for GBV programming essential
- Experience in software requirements development and design desirable
- Demonstrated understanding of the survivor-centred approach and GBV multi-sectoral services
- Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing on sensitive data between humanitarian and development agencies
- Demonstrated organizations skills: the ability to work independently and productively, with multiple stakeholders in a fast-pace environment
- Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wider range of functions in a multi-cultural environment
- Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise.
- Fluency in English
