2. BACKGROUND
The Government of Myanmar conducted a Population and Housing Census in March/April 2014 with technical, administrative and financial support from UNFPA and other development partners. The Census employed a de facto methodology where individuals were enumerated at the place they were present on the Census night. This is the first census in Myanmar in 30 years, with the last census having been undertaken in 1983.
The Provisional Results were released in August 2014 while the Main Results were released in May 2015. The main results comprised a Union Report, 15 State/Region specific reports and a Highlights report. Census information in the Main Results include demographic characteristics of the population, social characteristics, internal and international migration, education characteristics, economic characteristics, births and childhood deaths, disability, household characteristics and household amenities, among others. An Occupation and Industry Report was released in March 2016.
Launch of the Census results and follow-up disseminations at union and subnational levels in the past year have led to a significant increase in demand for census data and better understanding on how to use information for evidence based decision-making, policy dialogue and programming. The momentum and positive changes witnessed towards the use of census information opens an opportunity to provide additional information resulting from thematic analysis, intensify advocacy and conduct more training on census data use.
Census data is currently being analysed to produce a set of 14 thematic reports. These reports are authored in three phases; the first phase is being completed while phase two started in mid-January, 2016. Phase three started in mid-May, 2016. The entire thematic analysis is planned to be completed in December 2016. The report on Gender Dimensions falls under the third phase.
3. PURPOSE OF CONSULTANCY
UNFPA Myanmar in support to the Department of Population seeks to hire an international consultant to prepare the Gender Dimensions thematic report based on findings from the 2014 Myanmar Census. The report will incorporate the information and analysis already conducted in all other thematic reports and present them based on gender perspectives; the report will analyze gender differentials, plausible reasons why differentials are observed, and related issues of public policy and programming. The report should be primarily based on the 2014 Census but may also use materials from other sources. The consultant will also lead a team of national staff from the Department of Population and other relevant Ministries to build their capacity to conduct gender analysis based on census data.
4. SCOPE OF WORK
The consultant is expected to observe the following:
1. Provide a comprehensive but compact literature review highlighting state of research and knowledge (including available/emerging methodologies), and policy considerations in the thematic area. Give due consideration to past and current Myanmar government policy frameworks and global development goals.
2. Develop/adopt a population and development theoretical/analytical framework to ensure that the research is policy relevant, especially in the context of the Sustainable Development Goals (SDGs) and gender equality.
3. Review main reports and draft thematic reports of the 2014 Myanmar Census available and carry out further analysis to bring out gender perspectives, sex differentials and gaps.
4. Identify and outline key indicators in the referred thematic area.
5. Describe clearly the methods and procedures used based on internationally accepted and recommended standards.
6. Highlight aspects of the thematic report relevant to achievement of the government policy framework as well as global initiatives where applicable.
7. Provide a comparative analysis of Myanmar and selected countries (e.g. ASEAN, other developing countries, developed countries) where possible and applicable.
8. Undertake an analysis at union, rural/urban and subnational levels so that the findings are useful to planners not only at the union but also at subnational levels.
9. Provide adequate citations of all resources and published materials used in the thematic report, according to internationally accepted conventions. Authors are encouraged to use peer-reviewed material and published policy documents.
10. Make adequate references to the United Nations Principles and Recommendations for Population and Housing Censuses, especially revision 2, and any other relevant materials.
11. Familiarize with, and make adequate reference to current and past censuses methodologies in Myanmar.
12. Familiarize with, and make adequate reference to current and past international laws and conventions on gender.
13. Build capacity of the national staff with whom they will be working in their teams.
14. Facilitate data user consultation workshops, one at the beginning of the drafting report process and the second to share findings of the results so that they obtain comments to be taken into account while finalizing the report.
15. Incorporate as appropriate, recommendations from user consultations and comments from the peer review of the draft thematic report.
16. Ensure that the report is user-friendly, with visualizations and explanations that can facilitate a broad readership.
5. EXPECTED DELIVERABLES
1. Outline of the thematic report and list of tables required for their production
2. Thematic report (Analytical/Technical)

4. Analytical spreadsheets/models
5. Presentation of the major highlights of thematic area
The thematic report should be of high quality in terms of presentation, analysis, relevance and utility and have the following attributes:
• Concision: covers the required material in a relevant and wieldy manner
• Readability: uses simple, professional, clear and jargon-free language
• Analytical: describes and interprets results of the data clearly and discusses policy implications of the specific themes.
6. QUALIFICATIONS AND EXPERIENCES
• Master’s degree or PhD in demography, statistics or economics, policy analysis, sociology, or social science;
• At least 10 years’ experience in research and/or data analysis in gender analysis or other relevant social sciences;
• Good analytical and report writing skills, especially analysis of census data and/or large (national) scale surveys;
• Knowledge of census implementation in a developing country. Previous participation in census data analysis to produce a report on Gender Dimensions in a developing country would be an advantage;
• Experience in working in developing countries, in multi-cultural environments, and highly sensitive cultural contexts is an advantage;
• Adequate knowledge of the Myanmar context, including demographic, social and economic dynamics at national and sub-national levels is an advantage;
• Familiarity with statistical and word processing software/packages required.
7. LOCATION AND PROPOSED WORKPLAN
Duration and working schedule: 45 working days (starting as soon as possible)
Place where services are to be delivered: Nay Pyi Taw, Myanmar (35 working days in country and 10 working days home-based)
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): • Report outline and indicators within 14 days into the contract
• Quality first draft within 30 days into the contract
• Revised draft report within 40 days into the contract that incorporates recommendations and comments from peer review and user consultations
• Finalized report within 45 working days
Monitoring and progress control, including reporting requirements, periodicity format and deadline: • Stakeholder meeting to review the outline within 14 days into the contract
• Weekly update of progress with supervisor
• First draft reviewed by data-users within 30 days into the contract
• Final report reviewed by technical peer review within 40 days into the contract
