Purpose of consultancy:
UNFPA country offices are scaling up their cash and voucher assistance (CVA) and the number of countries using this approach is growing. Cash assistance is a tool that will be strengthened and expanded as a part of UNFPA and its partners’ GBV case management. In 2020 UNFPA’s executive management endorsed its Commitments to Scaling Up CVA which is high-quality and cost-effective to maximise results for women, girls and youth during crises, leaving no one behind. UNFPA uses CVA to contribute to the prevention and response to gender-based violence, self-reliance, access to sexual and reproductive health services, and social protection. All of these areas support UNFPA’s strategic goals of eliminating gender-based violence, maternal mortality, and the unmet need for family planning. 

UNFPA CVA Team has developed a new Guidance Note as the result of its global experience that has the purpose of guiding and supporting UNFPA’s GBV and Cash teams in implementing and integrating cash assistance in GBV case management programming in a safe and efficient manner. Practical tools accompany some of the key process steps. 

Scope of work :
The consultant will analyze and extract content from the new Guidance and develop a formal Face-to-Face 3-days training to be held by UNFPA personnel in Q1 of 2023. The consultant will be hired within Q4 (2022) and the final version of the training will be ready by 9 December 2022.

Key activities:
 Review the Guidance Note and related materials for relevance to meet the course learning objectives; 
 Scope the work and draft a course outline and agenda for approval;
 Develop the final daily agenda, presentations, the facilitators'; handbook, and all materials needed for the F2F training;
 Submit, and edit, following feedback, any required training materials.

UNFPA is open to suggestions and ideas on how this material might be presented (interactive, case studies, adult learning techniques) and how the peer learning and feedback elements of this course could be ensured in a face-to-face format. 

Required Expertise and Qualifications:

Education
● Master’s degree preferably in a relevant field.

Knowledge and experience
● Minimum of seven years of professional experience working on technical support in the area of training development and content and information management;
● Proven experience with the development of structured Face-to-Face trainings and experience in developing training content, while the experience of building peer-learning content is highly desirable;
● Familiarity with humanitarian Cash and Voucher Assistance (CVA), and experience supporting the use of CVA by donors, UN, NGOs, and third parties;
● Knowledge of the topics of Protection and Gender-based violence (GBV) is desirable;
● Ability to think and work logically and work precisely with attention to detail in a high paced and often stressful environment;
 

Languages
● Fluency in English is required, with excellent written and verbal English skills Knowledge of an additional UN language, such as Arabic, French and/or Spanish is highly desirable.
