Purpose of consultancy: UNFPA has held a series of global and regional consultations to shed light on the issue of fertility decline. The issue was discussed at the annual Seoul Symposia on Ageing and Low fertility in 2022, co-organized with Statistics Korea, and has recently been discussed at an expert meeting with Population Europe and its collaborators. These consultations suggest that youth aspirations, anxieties and attitudes might have drastically changed over the recent years and have had negative effects on the willingness of young women and men to have children. While case study evidence suggests that this is indeed the case, a more systematic examination of the issue is not available. With this project, UNFPA seeks to fill this gap. Therefore, we are seeking a highly motivated and skilled youth aspirations consultant to join our team to conduct preliminary work on reviewing existing literature and data collection tools which will inform the scope and methodology of the proposed research project.
Scope of work: Under the direct supervision of PD Technical Specialist and general direction of Chief, Population and Development Branch, the consultant will:
Conduct a scoping review on literature on youth aspirations to identify evidence and data gaps and questions that need to be addressed through this research
Review relevant prior research on aspirations of younger persons in different countries and regions.
Review data collection instruments used in previous studies in order to design the tools for the proposed research
Contribute to the research design of a multi-country study on aspirations of younger persons; including data collection instruments, sample selection, and methodology.
Contribute to the overall project design including timeline and overall budget
Provide expert guidance and coordination between UNFPA and other partners as necessary.
Duration of the consultancy: 3 months (01 December 2023 - 01 March 2024), full time (potential for extension)
Payment will be made on receipt of deliverables as per the agreed schedule.Deliverables: Deliverables will be provided on a schedule to be jointly determined by the consultant, PD Technical Specialist and a Chief, Population and Development Branch.
Work will be delivered electronically by email. Supervisory arrangements: The consultant reports to Project Manager, Population and Development Branch, Technical Division, and under general direction of Chief, Population and Development Branch.

Required Expertise and Qualifications Education: Master's degree, Doctorate degree preferred (Post-graduate University Degree in public health, demography, statistics, population studies, or other relevant field) Knowledge and
Experience: Required Experience: 7+ years of professional experience The following skills are required for this position:
- A strong background in quantitative and qualitative research methodologies ideally related to the topic, and proven experience in developing and managing research projects
- Expertise in development of data collection tools
- Excellent writing skills, and synthesizing research/policy reports
- Proven organizational skills in complex, multinational work environments
- Strong communication skills and expertise in project coordination
