The Advocacy Specialist supports the work of the Advocacy and Communication Unit (ACU) in all aspects relating to advocate for the unique and special needs of women and adolescent girls in humanitarian crisis settings and respect for human rights and international Humanitarian law within the context of rising humanitarian crises exacerbated by protracted conflict and climate change. Under the supervision of the Head of ACU she/he will works to assist in drafting/finalizing the humanitarian advocacy strategy and produce key messages and communications products for a global audience.

Job Purpose:

The overall purpose of the Humanitarian Office is to facilitate the delivery of the UNFPA mandate by supporting humanitarian preparedness, response, and recovery actions in increasingly complex humanitarian situations, within globally agreed frameworks (2030 Agenda, Grand Bargain Commitments, Sendai Framework, etc.). The Humanitarian Office leads in leveraging and increasing effectiveness, efficiency and capacity of UNFPA staff and partners to scale up UNFPA’s role as a key global humanitarian actor. Through the Inter-Agency Standing Committee for Coordination of Humanitarian Assistance (IASC) and other associated entities, the Humanitarian Office acts as a point of convergence on humanitarian activities, including policy, coordination, programming, advocacy, field capacity development, resource mobilization, innovation, partnerships, technical guidance and, crucially, thematic integration, ensuring complementarity between humanitarian and development action within the organization.

HO advocates among humanitarian agencies to include sexual and reproductive health and rights needs and sexual and gender-based violence prevention needs and humanitarian concerns of population into the overall humanitarian preparedness and response frameworks. The HO facilitates the development of UNFPA capacities to prepare and respond to the emergencies and to ensure the fund is well equipped to deal with the context of fragility and disaster risk reduction.

You Would Be Responsible for:

Tasks and deliverables:

  • Perform extensive desk research on high-level advocacy and provide inputs to the global advocacy strategy.
  • Support drafting and finalization of UNFPA humanitarian advocacy strategy through consultative process.
  • Assist with drafting, producing a wide range of media products including social media content, media releases, web content, speeches, op ed pieces and media talking points to support strategy and high-level events including International Observance Days, per UNFPA’s Advocacy Calendar
  • Prepare inputs for briefing notes and other documents for decision makers, including senior management, donors and partners.
  • Manage humanitarian content for UNFPA website in coordination with colleagues from Media and Communications Branch
  • Identify opportunities, and innovative strategies for increasing awareness of UNFPA’s humanitarian action, including public events
  • Assist in producing monthly online Humanitarian Update for humanitarian donors and other stakeholders
  • Support development of UNFPA Situation Report template in collaboration with colleagues (digital).
  • Any other duties as assigned by supervisor.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

      Electronic and hard copies, depending on the needs and as requested by the ACU head of unit.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:    

  • Weekly meeting with supervisor to report on progress and address possible challenges;
  • Monthly reporting in writing (and shared by email with Supervisor) on progress and deliverables. 
  • The acceptance of services at the end of each month will be certified through a Certification of Payment to be counter signed by both parties (IC and UNFPA).

Required Knowledge and Experience:

  • Minimum 2 years of experience working in the humanitarian, development or non-profit sector, with public relations or advocacy.
  • Postgraduate degree in international affairs, social sciences or related fields with specialized knowledge in the field of advocacy, policy, Mass Communication, Journalism, Media Studies, Digital Marketing, Public Relations, Advertising, or relevant discipline
  • Proficiency in English .
  • Knowledge of an additional UN language is an asset.
