Purpose of consultancy:
Under the guidance and direct supervision of the Deputy Representative of UNFPA Syria CO, and in support of
UNFPA PSEA FP, the PSEA Consultant is responsible for providing expert direction and technical support to
UNFPA Syria CO in its efforts to implement global policies and guidelines for the protection against sexual
exploitation & abuse (PSEA). The PSEA Consultant will develop the capacities of UNFPA Syria CO relevant staff
and provide technical guidance in the implementation of the actions required by the global policies and
guidelines and to share good practices and harmonize procedures. Continuity of such support for the UN system
is particularly critical during the current COVID-19 pandemic given increased vulnerability faced by women and
girls, in particular, as a result to movement restrictions and to impact on livelihoods and reduced economic
opportunities.

During the term of this consultancy, incumbent will be expected to perform the following activities:
UNFPA is seeking an International consultant to provide the country office with capacity building support and
system strengthening to implement global policies and guidelines for the protection against sexual exploitation &
abuse (PSEA). The key tasks and deliverables include:

Training

  • Strengthen the capacity of the CO and kept up-to-date on relevant developments at the IASC level to ensure that these policies and practices are reflected in the CO PSEA activities as required.
  • Support capacity development of staff in PSEA mainstreaming during planning and programming and monitoring.
  • Conduct period survey to assess the staff’s knowledge on PSEA and organize  refresher trainings accordingly.
  • Support staff training on complaints and feedback mechanisms and reporting procedures for PSEA incidents
  • Train UNFPA staff on current innovative community engagement initiatives to amplify women and girl’s voices on PSEA

Implement IP PSEA risk assessment

  • Participate in the PSEA ICN network meetings.
  • Complete the PSEA risk re -assessment for all UNFPA’s IPs in coordination with PSEA ICN.
  • Work with PSEA FP and PSEA ICN to engage IPs to develop capacity and systems strengthening plan and implement plans focusing on prevention, reporting, referral and investigation capacities of PSEA for IPs.
  • Work with PSEA FPs, PoS and all units to incorporate PSEA standards in the General Terms and Conditions of partnership agreements with IPs e.g ' Codesof Conduct and PSEA clauses etc and other UNFPA programme and operations documents.
  • Developed a procedure and related tools to support and monitor UNFPA Offices and IPs to abide by the requirements of the UN Protocol and the General Terms and Conditions of partnership agreements with UNFPA.

Contribute to the inter-agency community-based complaints mechanism (CBCM)

  • Engage with PSEA focal point and heads of hubs to carry out mapping of complaints and feedback mechanisms, and conduct community consultations to identify culturally and contextually appropriate entry points for making complaints, including sexual exploitation and abuse allegations.
  • Support PSEA FP in incorporating community feedback into programme adjustment to ensure that the mechanism remains appropriate to community needs.
  • Assist PSEA FP to consult and engage with all relevant stakeholders for the development of the CBCM in order to ensure support, high-level commitment, sustainability, and community trust and ownership in the CBCM.
  • With support from the team, roll out any best practices on community engagement initiative to amplify women and girl’s voices on PSEA.
  • Coordinate with the PSEA Network to ensure the development and use of interagency procedures for PSEA cooperation and reporting SEA incidents, and promote understanding among staff, humanitarian agencies, IPs of their internal PSEA policies and reporting procedures.

 

  • The consultant will be working within the GBV Unit and GBV subsector.
  • UNFPA will monitor the progress of the consultancy according to above illustrated dates and deliverables. By the end of the consultancy a detail report should be submitted including the completion of all tasks. 
  • The consultant will work under the overall guidance of the deputy Representative and the day-to-day supervision by the GBV coordinator for deliverables, while working with closely with GBV specialist, PSEA FPs for the units and hubs and other UNFPA staff and personnel.

Required Expertise and Qualifications

  • Advanced University Masters' degree in public health, international development, social sciences or other related field.
  • A minimum of seven years of relevant professional experience, Work experience in a humanitarian setting with relevant professional experience in the field of sexual exploitation and abuse, protection, gender-based violence,  staff misconduct and discipline, gender mainstreaming, and/or humanitarian affairs;
  • Previous experience working on prevention of sexual exploitation and abuse;
  • Experience working in the IASC or in other inter-agency bodies or processes;
  • Experience working in humanitarian emergencies;
  • Experience working in the Arab region is an advantage.
  • Language: English. However, Arabic is a plus.
