Consultant: Gender Based Violence in Emergencies Monitoring and Evaluation (GBViE) Analyst

The GBViE Monitoring and Evaluation (M&E) Analyst supports the work of the Response and Technical Support Unit (RTSU) in all aspects relating to monitoring and evaluation of UNFPA GBViE programmes.

Job Purpose:

The overall purpose of the Humanitarian Office is to facilitate the delivery of the UNFPA mandate by supporting humanitarian preparedness, response, and recovery actions in increasingly complex humanitarian situations, within globally agreed frameworks (2030 Agenda, Grand Bargain Commitments, Sendai Framework, etc.). The Humanitarian Office leads in leveraging and increasing effectiveness, efficiency and capacity of UNFPA staff and partners to scale up UNFPA’s role as a key global humanitarian actor. Through the Inter-Agency Standing Committee for Coordination of Humanitarian Assistance (IASC) and other associated entities, the Humanitarian Office acts as a point of convergence on humanitarian activities, including policy, coordination, programming, advocacy, field capacity development, resource mobilization, innovation, partnerships, technical guidance and, crucially, thematic integration, ensuring complementarity between humanitarian and development action within the organization.

HO advocates among humanitarian agencies to include sexual and reproductive health and rights needs and sexual and gender-based violence prevention needs and humanitarian concerns of population into the overall humanitarian preparedness and response frameworks. The HO facilitates the development of UNFPA capacities to prepare and respond to the emergencies and to ensure the fund is well equipped to deal with the context of fragility and disaster risk reduction.

 

You Would Be Responsible for:

The GBViE Monitoring and Evaluation Analyst consultant will support the work of the RSTU by:

A. Supporting the monitoring and evaluation of UNFPA GBViE programmes:

• Provide technical guidance and support to country offices in implementation of HO funded GBViE project monitoring frameworks, including in identification of baseline data, milestones and targets;
• Provide guidance to the country offices programme teams on monitoring and tracking results against the HO funded GBViE project monitoring frameworks and work plans;
• Manage a quarterly reporting system on HO funded GBViE programmes/projects and provide technical and coordination support to the consolidation of results at and global level;
• Support the RTSU GBV Specialist in grants monitoring and donor reporting-related tasks (including establishing and maintaining an up-to-date financial monitoring system, regularly informing budget owners about expenditures, support with financial forecasting, draft project update and report for donors in collaboration with the team and UNFPA Regional Offices and Country Offices;
• Prepare and finalize consolidated updates and the consolidated annual/final reports of HO funded GBViE projects/programmes.

B. Providing technical support to GBViE Knowledge Management and Capacity Building:

• Support the collection of and systematization of GBViE Capacity development material
• Develop capacity development materials to enhance country office capacity to monitor and evaluate GBViE activities;

Expected travel:       

Travels to countries of project implementation may occur subject to approval of the RSTU head of unit.

 Reequired Knowledge and Experience:

• Minimum 2 years of professional experience in monitoring and evaluation, programme management, or results based management;
• Minimum 2 years of work experience in addressing GBV prevention and response programming and coordination in humanitarian settings
• Advanced University Degree or equivalent in law, political science, gender studies, social anthropology, socio-economics or other fields directly related to the substantive area identified in the title of the post;
• Proficiency in English and French (oral and written) is required; Knowledge of an additional UN language is an asset.
