ORGANIZATIONAL SETTING

The Gender-Based Violence (GBV) Information Management (IM) Consultant works as part of the “GBV Team” within the Humanitarian and Fragile Contexts Branch (HFCB) of UNFPA’s Programme Division. The GBV IM Consultant will act as the technical focal point for all GBV-related information collection and dissemination initiatives. In this role she/he will represent UNFPA within the major interagency groups and provide direct technical support to country colleagues. The Consultant will also provide partial support to the GBV Area of Responsibility (AoR) Coordination Team based in Geneva and in UNFPA regional offices.  NOTE:  Duty station:  New York or Geneva strongly preferred; home-based a possibility.  Consultant will travel up to 50% of their time.  Maternity Leave Coverage

JOB PURPOSE

The GBV IM Consultant will participate in all relevant GBV-related data initiatives and provide direct technical support to country colleagues in collecting, analyzing, sharing, disseminating and using GBV data. She/he will represent UNFPA on the GBV Information Management System (GBVIMS) Technical Team as well as other initiative such as the Information Management Working Group (IMWG), PRIMERO, and other relevant information groups. Moreover, she/he will be responsible to rollout and consolidate UNFPA IM products and toolkits and develop best practice guidance for colleagues. Remote and on-site field support will be a major part of her/his job.

MAJOR DUTIES AND RESPONSIBILITIES

Specifically, the GBV IM Consultant is expected to:

  • Maintain in-depth knowledge of UNFPA’s work to document GBV in humanitarian contexts (e.g. in-depth research, assessments/situational analyses, mapping, programme development, monitoring and evaluation, and service-level data collection).
  • Provide off- and on-site support to UNFPA Country Offices to develop and strengthen their GBV IM systems through guidance and capacity development. 
  • Substantively contribute to internal and external guidance and policy documents to ensure appropriate reflection of UNFPA’s work to address GBV in humanitarian contexts and to promote common messaging around the global response to GBV.
  • Continue rollout of the UNFPA GBV IM Toolkit and continue collaboration with the GPC and other relevant actors to complete the finalization of a global protection IM Toolkit through consultation with field and global colleagues
  • Regularly update a repository of country information; collect best practices from countries.
  • Maintain awareness and promote the use of innovative GBV IM systems and methodology.
  • Participate in all the activities of the GBVIMS initiative; promote its institutionalization within UNFPA and coherence with other global IM initiatives.
  • Nurture and further develop partnerships already started in particular with: IOM to ensure regular integration of GBV into the DTM exercises; REACH Impact Initiatives to support country specific multi-sector or GBV focused assessments; and Activity Info.
  • Provide briefing and induction to GBV IM surge deployees as well as colleagues at country level to ensure coherent, safe, and ethical GBV data management.
  • Maintain and grow the GBV IM mailing group/community of practice.
  • Other tasks as assigned by the GBV Team Lead or her designate.

Specific Deliverables:

  • Updated GBV country information repository and GBV mapping according to agreed upon template
  • GBV related indicators for program and coordination aligned to UNFPA’s work and mandate areas
  • Outcome-oriented mission reports with clear recommendations for follow-up actions
  • Guidance notes and best practices on GBV IM (at least 2 documents)

QUALIFICATIONS:

  • Advanced University Degree or equivalent in gender studies, social anthropology, law and women’s rights, sociology, cultural studies, public health, demography, socio-economics, or other field directly related to the substantive area identified in the title of the consultancy.
  • 5 years of increasingly responsible professional experience in the area of gender-based violence gender equality, women’s empowerment, protection, and/or human rights of which 2 years at the international level in humanitarian context(s).
  • Broad experience in GBV programming in emergencies
  • Experience in culturally sensitive programming with the ability to embrace diversity in all its forms.
  • Strong track record of programme monitoring and evaluation.
  • Fluency in English and French is required. Working knowledge of Spanish is highly desirable.
