The consultant will support the Intergovernmental, Inter-agency Policy and Dialogue Branch (IIPDB) in the delivery of its mandate, and in the coordination and quality assurance of engagements related to intergovernmental meetings and events. The consultant will be integrated within the IIPDB team, and will support the duties of the Branch. IIPDB is part of the Programme and Strategy Division (PSD) in New York.

Job Purpose:

Under the direct supervision of the Multilateral and Intergovernmental Affairs Coordinator of the Intergovernmental, Inter-agency and Policy Dialogue Branch (IIPDB/PSD), the consultant will support the Division in delivering its mandate mainly in strategic positioning of ICPD issues in intergovernmental
processes and support the follow-up and review of the ICPD Beyond 2014 Agenda.  The consultant will support the coordination and coverage of engagements related to intergovernmental meetings and events, provide reports and analysis, and support the development of strategies and policies to guide UNFPA's positions in inter-governmental coordination processes related to the ICPD, ICPD Beyond 2014 and the 2030 Agenda for Sustainable Development.

You Would Be Responsible for:

Support the Multilateral and Intergovernmental Affairs Coordinator of IIPDB in coordination and quality assurance of engagements related to intergovernmental meetings and events;

  • Follow intergovernmental processes related to the ICPD in the Economic and Social Council (ECOSOC) and the Third Committee of the UN, with particular focus on gender, human rights, health and humanitarian issues;
  • Prepare summary and analytical reports, briefing notes and background papers on the issues above;
  • Contribute to the development of policies, strategies and proposals for decision making in intergovernmental processes related to issues that take place in the ECOSOC and Third Committee;
  • Interact with UN Missions, the General Assembly, ECOSOC and its subsidiary bodies, monitor political risks and opportunities for enhancing the ICPD Beyond 2014 in intergovernmental processes and provide analysis on trends in the principal organs of the UN and their implications for UNFPA operations;
  • Represent UNFPA in intergovernmental processes, including as an observer in negotiations, supporting the promotion of the ICPD agenda and UNFPA positions and policies, in relevant intergovernmental negotiations;
  • Contribute to the contact database of delegates and officials for effective information flow;
  • Contribute to the creation of planning tables and calendars of key events;
  • Support the development of a new Environmental Scanning Architecture for UNFPA;
  • Support the development of an up-to-date database of resolutions and agreed language relevant to UNFPA’s advocacy efforts.
  • Contribute to the management of the knowledge management archive for the team and the development of IIPDB’s internal Community webpage.
  • Contribute to analyses of opportunities and ways to advance corporate goals through intergovernmental processes;
  • Assist in the preparation of background documentation and notes for senior management for meetings and conferences.
  • Contribute to the calendar of events of key ongoing and upcoming inter-governmental and inter-Agency processes and ensure that relevant units of UNFPA are periodically informed and updated;
  • Contribute to periodic reporting and planning of the Office on activities related to her/his assignment;
  • Perform any other duties as assigned by the Multilateral and Intergovernmental Affairs Coordinator and Chief of IIPDB.

Required Knowledge and Experience:

  • Strong knowledge of the United Nations, its intergovernmental processes, the ICPD Agenda, population policies and dynamics, human rights, global health and gender equality an asset;
  • Strong inter-personal skills, strong public speaking skills; excellent speech writing and report writing skills required.
  • Master’s Degree or equivalent in Social Sciences, Diplomacy, Public Relations or Development Studies
  • Proficiency in English is required;
  • Knowledge of an additional UN language is an asset.

Compensation and Duration

This position offers an attractive remuneration, paid monthly, located in New York, USA, for a maximum period of 11 months
