Background
The Office of Audit and Investigation Services (OAIS) reports to the Executive Director of UNFPA and is responsible for providing internal audit and investigation services to the Organization. The OAIS Investigations Branch is mandated to conduct independent investigations into all allegations of wrongdoing, committed either by staff (including those of harassment, abuse of authority, and sexual exploitation and abuse), or by independent contractors, implementing partners and other third parties to the detriment of UNFPA. The consultant is required to assist with investigations conducted by the Investigations Branch.
Main Tasks and Responsibilities
Under the direct supervision of the Chief, Investigations Branch, the consultant will assist with:
a) Preparing preliminary reviews and case assessments of allegations received by OAIS;
b) Conducting investigations with due respect for professional standards and UNFPA policies and procedures;
c) Drafting, preparing and reviewing investigation and closure reports, case closure notes, memoranda, and other investigation products; •
d) Updating the OAIS case management system by ensuring that all evidence/information is captured;
e) Participating in OAIS investigation missions as required; and
f) performing other related duties.
Regular updates in writing are expected by the Chief, Investigation Branch, as agreed upon depending on complexity of cases assigned, travel undertaken, etc.
Work Relations
The consultant will be tasked by the Chief, Investigations Branch. All work products, both electronic and hard copy, produced by the consultant as a result of this engagement are owned by UNFPA and shall be submitted to the Chief, Investigations Branch as per agreed upon deadlines depending on complexity of cases assigned.
Education and Qualifications
• Advanced university degree in law or closely related fields; first level university degree with a combination of significant relevant education, training and experience in the field of investigations may be accepted in lieu of an advanced degree.
• A minimum of 5 years of relevant professional experience.
• Experience within an international investigation role in the UN context desirable.
• Proven ability to conduct administrative investigations and quickly and accurately analyze, assess and summarize investigation findings, observations and recommendations.
• Excellent drafting skills.
• Strong interviewing skills.
• Field experience is an advantage.
• Fluency in English is required, working knowledge of other UN official languages desirable.
Organizational Setting
- The consultancy will be based at UNFPA, New York HeadquartersTravel may also be undertaken as required by individual investigation missions to the field; such missions may include travel to hardship duty stations. Travel time is not considered working time; hence, no concepts other than DSA will be paid for the consultant's travel time.
- The duration of the consultancy is 43 days of work within the period of 2 May 2016 to 30 June 2016
- The consultant will be paid a daily rate
