Consultant – Jingles and IEC Materials Production

The scope of work:

In August 2022, the Government of Sierra Leone through the Ministry of Social Welfare (MoSW), and the UN System through the three implementing agencies – UNFPA, UNDP, and UNICEF launched the ‘Advancing Disability Inclusion in Sierra Leone programme. This launch was made possible with funding opportunity provided through the global United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD).

Through this programme, UNFPA supports the development of the capacity of national stakeholders, especially of key duty bearers and rights holders to ensure more effective contributions towards disability-inclusive policies, and systems - for the implementation of the CRPD and SDGs.

Communication remains a core component in accelerating efforts toward full implementation of the programme. In this regard, in partnership with the Ministry of Social Welfare, UNFPA is also supporting the programme’s communication and visibility-related activities aimed at enhancing public awareness and understanding of the programme.

As part of the communication and visibility component of the programme, therefore, the Ministry of Social Welfare (MoSW), with UNFPA support, is developing a series of radio jingles and IEC materials to guide advocacy, community mobilization, and behavioral change communication towards disability inclusion-related issues.

As part of this intervention, MoSW and UNFPA wish to engage the services of a national consultant to produce 4 different radio jingles on disability inclusion in 4 local languages [Krio, Mende, Temne & Limba] as well as design five [5] different sets of IEC advocacy materials on disability inclusion. The thematic areas for the jingles and IEC advocacy materials will be decided by the ministry and shared with the consultant who in turn is expected to produce a written script for review by the ministry and UNFPA.

The Purpose of the Consultancy:

The purpose of the consultancy is to produce 4 different radio jingles on disability inclusion in 4 local languages [Krio, Mende, Temne & Limba], design five [5] sets of IEC advocacy materials on disability inclusion and design four [4] rollup banners for use in all UNPRPD related activities.

The consultant will be under the direct supervision of UNFPA’s Web and Media Analyst under the overall oversight and guidance of the UNFPA Representative

Monitoring and Progress Control

Weekly check-in meetings will be held with designated UNFPA and Ministry of Social Welfare staff to ensure the timely completion of the deliverables during the period of the consultancy.

UNFPA will apply performance-based principles to the management of the evaluation of the contract. Payment shall be made upon complete delivery of the services and products and is subject to acceptance by UNFPA.

Duration of the mission: 20 working days                  

Qualifications and Experience:

Education

  • At least a Bachelor’s degree in mass communication or development studies

Experience

  • Have at least five (5) years of experience in strategic communications, and public advocacy, including jingle production
  • Understanding existing national policies on disability inclusion will be an asset
  • Relevant experience in developing jingles preferably for UN agencies and UNFPA donors and partners.
  • Excellent interpersonal and general communication skills
  • Excellent writing and presentation skills, fluent in spoken and written English 
  • Fluency in one or more Sierra Leonean language
  • Computer literacy, and comfortable using Microsoft Office programs
  • Ability to work in a diverse, multi-cultural and multi-national environment;
  • Experience in most significant change story methodology

Compensation:

The compensation for this position is based on acceptance of deliverables in line with the prevailing UN Consultancy scale upon satisfactory performance
