DUTIES and RESPONSIBILITIES:
During the last three years, the delivery of the MCP5 took place against a backdrop of (i) the roll out of a new multi country delivery strategy using the country tier approach ; (ii) a HQ led PSRO organizational restructuring which resulted in UNFPA’s increased presence in selected PICTs; a change in management team joining PSRO in 2013; institutionalization of various programme and operations management mechanisms to strengthen programme delivery and streamline operations; increased mobilization of non-core funds amidst ccontinuous budget cuts over the years across the UNFPA worldwide; and an increased number of natural disasters  in the Pacific region leading to increased PSRO humanitarian response to the needs of affected PICTs. 

With MCP5 in its fourth year of implementation, PSRO plans to conduct a review of its multi country programme to map a forward for the 6th multi country programme 2018-2022. The overall purpose of the assessment is to:  (i) demonstrate accountability to stakeholders on performance in achieving development results and on invested resources; (ii) contribute important lessons learned and good practice to the existing knowledge base on how to accelerate the implementation of the unfinished business on ICDP, and the rollout of the SDGs in consideration of the Pacific context of increased climate hazards and humanitarian needs.; and(iii) support evidence-based decisions for the formulation of MCP6.

The primary users of this review are the UNFPA Pacific Sub Regional Office in Suva. Other key users include the Fiji and Samoa UNCTs, PICTs governments and implementing partners, as well as development partners based in the Pacific region.

SCOPE OF WORK:
The overall objectives of this review are to: (i) ensure PSRO’s enhanced accountability for the relevance and performance of its 5th cycle multi country programme; and (ii) make available a broadened evidence-base for the design of the next programming cycle.

Specifically the objectives of the review are to:
1. Provide an independent assessment of the progress of the multi country programme towards the expected four outputs and four outcomes set forth in the results framework of the multi country programme; and
2. Provide an assessment of PSRO’s strategic positioning within the development sub regional community and national partners in the different PICTs, in view of its ability to respond to national needs while adding value to the respective Pacific Island country national development results.

Given the above objectives, the review will focus on: the four MCP5 programme thematic areas of 1-family planning, 2-gender equality and reproductive rights, 3-young people’s sexual and reproductive health and sexuality education and 4-data availability and analysis; and the extent to which PSRO has coordinated with the Fiji and Samoa UN country teams and how its interventions have added value at these strategic levels. As a multi country programme, the review will cover the 14 PICTs under the 3 tiers and may involve travel to selected PICTs. The review will be conducted over a period of 1.5 to 2 months and cover interventions funded by UNFPA regular and other resources.

QUALIFICATIONS AND EXPERIENCE:
The consultant should have solid understanding of review methodologies, and expertise of research in social science relevant for the review and have experience in conducting online survey tools. The evaluator should have demonstrated capacity for strategic thinking and policy advice; have in-depth knowledge of the programmatic areas of MCP5 including gender equality and be familiar with the context in the Pacific; committed to respecting deadlines of delivery outputs within the agreed time-frame and have excellent English language speaking, writing and communication skills. Previous experience with UNFPA or UN operations. Specifically the review consultant should possess the following attributes:
• Post graduate degree in social sciences, public health, economics or any related field to UNFPA’s mandate
• At least 5 years of experience in evaluation and review including demonstrable experience leading similar exercises.
• Experience conducting evaluations and reviews in one or more of the focus areas of the programme
• Ability to express ideas clearly and write well
• Capacity to work well in a multicultural and multinational settings
• Ability to use facilitation and mediation skills during interviews
• Ability to realistically assess stakeholders capacity and willingness to participate in evaluation
• Ability to communicate clearly (verbally and written) in English
• Proven analytic, communication, presentation and evaluation skills
• Familiarity with UN systems particularly UNFPA mandate and understanding of the Pacific environment (political, social –cultural and economic) would be desirable.

The work of the consultant will be guided by the Norms and Standards established by the United Nations Evaluation Group (UNEG) and he/she will adhere to the Ethical Guidelines for Evaluators in the UN system and the Code of Conduct, also established by UNEG by signing the Code of Conduct prior to engaging in the review.

  OUTPUTS:
The key deliverables of the review will be as follows:
1. An inception report  outlining an agreed design and methodology (including a review matrix) and draft questions for online questionnaire; and
2. A draft report focusing on the findings and key recommendations for the development of the 6th cycle Multi-Country Programme for the Pacific sub region.
3. Develop a presentation of the final report for delivery to stakeholders’ workshop around the 3rd week of July 2016 for feedback and validation.
4. A final Review Report incorporating stakeholders inputs submitted to UNFPA by 31st July 2016

SUPERVISION:
The review will be managed by an internal Review Committee (RC). The consultant will work under the general guidance of the UNFPA Representative and Director, and oversight of the RC. The PSRO Monitoring and Evaluation Specialist with support from other members of the RC will provide the specific day to day management, coordination and logistics of the review.

In addition to the RC, a Review Reference Group (RRG) comprised of key development partners has been formed to provide quality assurance of the products of the review, endorsing the reports and increasing ownership. Specific roles and responsibilities include, contributing to the selection of review questions for survey, providing comments on the draft review report; and ensures the final draft meets the UNFPA quality standards.

Conditions & Remuneration: UNFPA PSRO will contract an Individual Consultant and will be responsible for the payment of fees payable according to qualification and standard terms of payment and subject to satisfactory completion of assignment outputs.  Payment will be made on completion of monthly report and deliverables.
