The quality assurance of UNFPA’s programme is coordinated from the Policy and Strategy Division (PSD) in New York within the Operational Support & Quality Assurance Branch (OSQAB) by Regional Desk Specialists. The consultant will be integrated within the OSQAB team, and will support the duties of the Regional Desk Specialist for West and East Africa.

Job Purpose:

The consultant will support the regional desk programme and liaison functions - including support to the programme quality assurance portfolio, related analysis, and field support – as well as support of Executive Board sessions, and other events.

You Would Be Responsible for:

Regional Liaison

● Participate in interagency regional/country Task Forces (IATFs) with Regional desk specialist and prepare draft notes;

● Provide support for analysis/recommendations on issues/feedback to the region/country from scanning and participation in global forums, IATFs, SG’s Executive Committee debrief and others;

● Support coordination with respective region and country offices for programmatic inputs to global reports, such as UN Secretary General reports, others programmatic reports; synthesize/coordinate the regions inputs;

● Provide analysis / inputs and conduct quality review in support to the regional desk coordinating preparation of senior management briefing notes, talking points and advisory notes, for meetings with high-level visitors from the region;

Advocacy and Positioning

● Support regional desk in coordination and support to regional engagements (including Regional Director, country office representatives, and other regional focal points) with Permanent Missions and HQ units in New York, on programme and related issues;

● Provide relevant information/analysis and evidence-based data on country programmes in support of the approval of UNFPA country programmes by the Executive Board;

Programme Planning & Quality Assurance Analysis

● Provide support to regional desk on inputs and advice to programme conceptualization, policy and standards;

● Contribute to programme implementation analysis in key areas including UNDS reform, UNSDCF and related, Strategic plan midterm review analysis on compacts of commitments, Programme review Committee.

● Co-lead on operationalization of the UNFPA Social and Environmental Standards Guidance for field offices.

● Any other duties as advised by the Regional Desk specialist, OSQAB Chief and/or PSD Director.

Knowledge and Experience:

● Master’s degree with 2-3 years of experience in development policy and programming

● French language skills desirable, experience in Africa region preferable.

● Earlier experience in UN/UNFPA Headquarters preferred.

Compensation and Benefits

This position offers an attractive remuneration, paid in a monthly lump sum basis
