The Position:

The Data Management Specialist post is located in the Quality Assurance, Policy, and Reporting Unit (QAPR) in the Directorate of the Office of Audit and Investigation Services (OAIS).

Job Purpose:

OAIS reports to the Executive Director of UNFPA and is responsible for supporting the achievement of UNFPA’s objectives by contributing to the improvement of its operations, risk management and results through internal audit, investigation, and advisory services.  

To fulfill this mandate, the Internal Audit Branch of OAIS provides independent and objective assurance and advisory services, with the objective of increasing accountability; enhancing risk management, governance, and control processes; and improving the effectiveness and efficiency of UNFPA’s operational and programmatic performance. UNFPA performs its internal audit work in accordance with the International Standards for the Professional Practice of Internal Auditing issued by the Institute of Internal Auditors (IIA).

The Data Management Specialist will work under the overall direction of the Director, OAIS, and direct supervision of the Chiefs, QAPR and Investigation Units. Together with other OAIS staff, the individual will aim to achieve the above objectives

Qualifications and Experience: 

Education:  

  • Advanced university degree in Accounting, Business, Public Administration, Finance, Statistics, Computer Science, or other related field (a first level degree in any of the above fields in combination with a professional auditing certification and relevant experience may be accepted in lieu of an advanced degree) is a requirement.
  • Certified Internal Auditor (CIA) or national audit certification (e.g., CPA, ACCA, CA, or other recognized national certification) or Certified Fraud Examiner (CFE) and/or Certified Information Systems Auditor (CISA) or certifications in the investigation profession is a requirement.

Knowledge and Experience: 

  • A minimum of 7 years of relevant professional experience in internal or external audit, with at least 3 of them performing audit data management (i.e., data extraction and analysis) activities. 
  • Experience in data analytics, developing queries/scripts, and using various data analytics software and visualization tools, such as SQL, Python, Tableau, and Power BI, is required.
  • Experience in the following areas would be distinct advantages:
    • Audit of information technology systems and controls.
    • Use of electronic audit management tools such as TeamMate+ or equivalent.
    • Enterprise Resource Planning systems e.g., Peoplesoft, Oracle, etc.
    • Use of investigation analysis/eDiscovery software.
  • Experience in an international organization (e.g., UN system, multilateral or regional financial institutions, development aid sector), desirable.

Languages: 

Fluency in English is required, with proven ability to express well verbally and in writing; Knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
